المستخلص: بدأت الثورة الرقمية للمعلومات الإلكترونية، ولن تتوقف وسوف تقود العالم في النهاية إلى الاقتصاد المبني على المعرفة والإبداع كمورد أساسي للتنمية في المستقبل، وما يجعل العالم يعيش عصراً جديداً، وتحديات كثيرة فرضتها التكنولوجيا الحديثة، عصراً يحتاج إلى مهارات جديدة لمواجهة كل التحديات، كما يدعو العالم أجمع إلى إعادة وتنسيق المعارف وإعادة تجديد المهارات وفق أسس وأخلاقيات مدروسة بعناية، وإذا كانت البلدان المتقدمة على تشتتها، بصدد ضبط أخلاقيات لمجتمع المعلومات، فالبلدان العربية بتجانس قيمها ولغتها وتاريخها أحوج لهذا الضبط من غيرها، حفاظاً على هويتها الثقافية، وخصوصيتها وقيمها ومواجهة لسياسة العولمة التي تهدف إلى خرق السيادة الكلاسيكية للشعوب، وتهدف إلى هيمنة أحادية القطب واللغة والقيم والاتجاه. ومسألة أخلاقيات مجتمع المعلومات هي مسألة أكثر حساسية لتعقد قضاياها، وصعوبة إيجاد حلول لها قابلة للتنفيذ، خاصة وأن الباحثون بالدولة العربية، عند وضعهم لأخلاقيات مجتمع المعلومات يكون ذلك وفق ما ينفع مجتمعاتهم وخصوصيتها وهو ما يجب أن يدفع الباحثون بالبلدان العربية إلى استدراك دورها في مجتمع المعلومات ورسم استراتيجيات للمعلومات ترتكز على أسس ذات أبعاد أخلاقية بالدرجة الأولى، لتوطين التكنولوجيا المستوردة مع القيم العربية خاصة في مجال القضاء على الفجوة المعلوماتية وقضايا الملكية الفكرية واحترام الخصوصية وحرية التعبير، وأمن الشبكة وحمايتها من التلوث الثقافي بأنواعه إلى جانب تغيير اتجاه انعكاسات مجتمع المعلومات على الثقافة العربية من اتجاه سلبي يقضي على الهوية الثقافية إلى اتجاه إيجابي يكيف عناصرها والمتغير المعلوماتي. وهذه الأبعاد الأخلاقية قد تمت دراستها وتم تحليلها في هذا البحث من خلال منظور الأساتذة الجامعيين بجامعة منتوري، باعتبار هذه الفئة مثقفة وجديرة بتوجيه المجتمع.

The digital revolution of electronic information has begun. It will not stop and will eventually lead the world to an economy based on knowledge and creativity as an essential resource for future development, making the world live a new era where many challenges are imposed by modern technology. It is an era that needs new skills to meet all the challenges. It also calls on the whole world to restore and harmonize knowledge and rejuvenate skills according to carefully thought-out principles and ethics. If the developed countries are dispersed in the process of regulating the ethics of the information society, the Arab countries, by harmonizing their values, language, and history, need such discipline than others in order to preserve their cultural identity, specificity and values, and in confronting the policy of globalization aimed at violating the classical sovereignty of peoples and dominating unipolar, language, values and direction. The ethics of the information society is more sensitive due to the complexity of its issues and the difficulty of finding workable solutions. In particular, researchers in the Arab State, when developing the ethics of the information society, this has to be is in accordance with the benefit of their communities and their privacy. This is what should prompt researchers in Arab countries to reinvent their role in the information society and to devise information strategies based on fundamentals of moral dimensions in the first place in order to localize imported technology with Arab values, especially in the field of eliminating the information gap, intellectual property issues, and respect for privacy and freedom of expression, the security of the network and its protection from cultural pollution of all kinds, as well as changing the direction of the impact of the information society on Arab culture from a negative trend that destroys cultural identity to a positive trend that adapts its elements and the information change. The research studies and analyzes ethical dimensions through the perspective of professors of the University of Constantine 1, considering this group as literate and worthy of community guidance.
