المستخلص: هدف المقال إلى تسليط الضوء على حلقة نقاشية عقدت في مقر مركز دراسات الوحدة العربية في بيروت عام 2016. وتناول المقال ثلاث ورقات، ناقشت الورقة الأولى أزمة بناء الدولة في العراق... إلى أين؟ وتضمنت الورقة ثلاثة عناصر. أوضح العنصر الأول المقاربة النظرية. كما ناقش العنصر الثاني الانقسام والتجزؤ حول عملية بناء الدولة في العراق. وبين العنصر الثالث مظاهر عدم قابلية النظام السياسي العراقي. واستعرضت الورقة الثانية المشهد السياسي العراقي ما بعد داعش وتضمنت ثلاث عناصر هي التعرف على خلفية المشهد العراقي، والتساؤل ماذا يجرى قبل نهاية داعش، وقراءة مشاهد العراق المحتملة ما بعد داعش. كما ألقت الورقة الثالثة الضوء على الأزمة العراقية الراهنة: مستقبل الدولة والسيناريوهات المحتملة، واحتوت على خمسة عناصر، تمثلت في دستور نوح فليدمان، وسياقات الأزمة ودوائرها، ومن برسي كوكس -مس بيل إلى بريمر -زلماي خليل زاده نغروبونتي، ومستقبل الدولة: التحدّيات والسيناريوهات، والأزمة العراقية والسيناريوهات المحتملة. واختتم المقال بأنه سيبقى مصير العراق رهن الإرادات الخارجية الإقليمية والدولية التي تتلاعب به حسب مصلحتها. كما أوضح المقال أن العراق ستبقى ساحة لتصفية الحسابات وكسب مزيد من النفوذ، وتحسين شروط أطراف الصراع الخارجين؛ لتحقيق مزيد من المنافع والمصالح خلال جولات التفاوض فيما بينهم على حساب مصالح العراق العليا. وقد أوصى المقال بضرورة امتلاك رؤية شاملة للحل في العراق تتم ترجمتها عبر صياغة عقد سياسي جديد يتسم بالعقلانية والواقعية ويعبر عن إرادة الشعب العراقي.

The article aimed to highlight a discussion session held at the headquarters of the Center for Arab Unity Studies in Beirut in 2016. The article dealt with three papers, the first discussed the crisis of building the state in Iraq ... Where is it going? The paper included three elements. The first element explained the theoretical approach. The second element discussed the division and fragmentation about the state-building process in Iraq. The third element showed the non-acceptance of the Iraqi political system. The second paper reviewed the Iraqi political scene after the ISIS and included three elements, which are to identify the background of the Iraqi scene, and ask what is going on before the end of the ISIS, and read the scenes of Iraq's potential after the ISIS. The third paper shed light on the current Iraqi crisis: the future of the state and the possible scenarios, and contained five elements, including the Noah Feldman Constitution, the contexts of the crisis and its constituencies, and from Percy Cox-Bill to Bremer-Zalmay Khalilzada Negroponte and the Future of the State: Challenges and Scenarios, The Iraqi crisis and possible scenarios. The article concluded that the fate of Iraq would remain subject to external foreign and regional ambitions that manipulate it according to their interests. The article also pointed out that Iraq would remain an open arena for settling accounts and gaining more influence, and improve the conditions of external parties of conflict to achieve more benefits and interests during the rounds of negotiations among them at the expense of Iraq's top interests. The article recommended the need to have a comprehensive vision of the solution in Iraq translated through the formulation of a new political contract that is rational and realistic, and reflects the will of the Iraqi people.
