|b The purpose of this paper is to review the various components of minimum wage systems and how they are interrelated together. In Egypt, the minimum wage debate often revolves around the level of the minimum wage or a minimum wage law that determines such level. This minor perception of minimum wages may be misleading because it spotlights the outcome; diverting attention away from the system design that produced that outcome. A system is generally defined as “A set of interrelated parts that function as a whole to achieve a common purpose”. This definition applies considerably to minimum wages. The mechanism of minimum wage setting, adjustment criteria, scope of coverage, and enforcement mechanisms are all interrelated parts that work together towards achieving the intended purposes of the minimum wage system.
