|a هدفت الدراسة بشكل عام إلى بيان آثر استخدام المبادئ العلمية علي إعداد الموازنات التخطيطية في بلديات جنوب قطاع غزة، وللإجابة علي التساؤلات واختبار فروض الدراسة، أعتمد الباحث علي المنهج الوصفي التحليلي في تبيين وتوضيح الجانب النظري، وتحليل نتائج الدراسة الميدانية. أثبتت نتائج الدراسة الميدانية أنه يوجد أثر لاستخدام المبادئ العلمية على إعداد الموازنات التخطيطية في بلديات جنوب قطاع غزة. كما أوصت الدراسة بضرورة الاعتماد على المبادئ العلمية في إعداد الموازنات على اختلاف أنواعها، تخطيطية وتقديرية وموازنة الأنشطة، وغيرها.

|b Study aims in general to demonstrate the impact of the use of scientific principles in the preparation of planning budgets in the municipalities of the southern Gaza Strip, and to answer questions and test hypotheses of the study, the researcher adopted the descriptive analytical approach in showing and clarify the theoretical side, and analyzing the results of the field study. The results of the field study also proved that their is a trace of the use of scientific principles in the preparation of planning budgets in the municipalities of the southern Gaza Strip. The study also recommended the need to rely on scientific principles in the preparation of budgets of all kinds, and discretionary planning and budget activities, and others.
