المستخلص: يوفر هذا التحليل تقييم قدرات الدولة على ضمان إستدامة نفقاتها على المدى الطويل. اختبارات الاقتصاد القياسي التي أجريت على سلاسل النفقات العمومية والدخل الوطني خلال الفترة (1970-2010) كشفت وجود القدرة ضعيفة للدولة على ضمان استدامة نفقاتها على المدى الطويل مثل ما هو محدد في نموذج كانتوس (1995). أن تعزيز القدرة الإنفاقية للدولة على المدى الطويل يتطلب إعادة هيكلة المالية العامة، في هذا الاطار يصف هذا المقال نموذجا بسيطا ديناميكية نمو داخلي والذي يغير هيكلة الاقتصاد الجزائري ويقلص من حساسيته اتجاه العوامل الخارجية وذلك من خلال وضع فرضية استبدال رأس المال المادي الخارجي برأس المال المادي الداخلي، وذلك عن طريق توسيع الوعاء الضريبي.

This analysis provides an assessment of the long-run sustainability of public spending in Algeria. The econometric tests of stationarity and cointegration, performed on the series of public expenditure and revenue during the period 1970-2010, reveal a low sustainability in the sense as defined by Quintos (1995). However, the passage of a rhythm of sustainability in the weak sense to a rhythm of sustainability in the strong sense requires an effort of redevelopment of the public financial structure. This work describes, in this sense, a simple endogenous growth dynamic that transforms the structure of the economy and reduces its vulnerability through an assumption of substitutability of a physical capital imported by physical capital domestic resulting from enlargement of the tax base.

La présente analyse propose une évaluation de la soutenabilité des dépenses publiques en Algérie à long terme. Les tests économétriques de stationnarité et de cointégration, effectués sur les séries des dépenses et des recettes publiques durant la période 1970-2010, révèlent une soutenabilité au sens faible telle qu’elle est définie par Quintos (1995). Cependant, le passage d’un rythme de soutenabilité au sens faible vers un rythme de soutenabilité au sens fort exige un effort de réaménagement du montage financier de l’Etat. Ce travail décrit, dans ce sens, une dynamique simple de croissance endogène qui transforme la structure de l’économie et réduit sa ulnérabilité grâce à une hypothèse de substituabilité d’un capital physique dit importé par un capital physique dit domestique issu de l’élargissement de l’assiette fiscale.
