تتمثل مشكلة الدراسة في أنه، ما عادت وسائل النشر التقليدي هي الوسيلة المناسبة والملائمة في عصر انتشرت فيه وسائل التقانة الحديثة وتمددت فيه الفضائيات وأصبح العالم غرفة صغيرة، لأجل هذا وغيره كان لابد للمكتبات عموما والجامعية علي وجه الخصوص أن تساير هذه الطفرة العلمية وألا تتخلف عن مواكبة ومسايرة ركب الثورة العلمية التكنولوجية الهائلة، لذلك تناولت الدراسة موضوع النشر الإلكتروني وأثره علي المكتبات الجامعية بولاية الخرطوم دراسة تطبيقية علي مكتبات جامعات الخرطوم والنيلين وعلوم التقانة. تنبع أهمية الدراسة من أن المساهمة في الإنتاج الفكري السوداني في مجال المكتبات والمعلومات من خلال النشر الإلكتروني يمثل أهمية كبري للعاملين في حقل المكتبات والمعلومات. هدفت الدراسة إلي: تبيان الدور الذي تلعبه الشبكة العالمية للمعلومات (INTERNET) في قضية النشر العلمي الإلكتروني وإمكانية استفادة المكتبات الجامعية ومراكز المعلومات من هذه الشبكة العالمية. الدعوة إلي تطوير خدمات المكتبات والمعلومات إلي خدمات إلكترونية والتي توفر وصولا آليا سريعا للمعلومات المطلوبة وذلك بإدخال المصادر الإلكترونية. الاهتمام بالنشر الإلكتروني والذي يساهم في تحقيق أغراض متعددة أكثرها البحث العلمي والدراسات الأكاديمية. اعتمدت الدراسة علي المراجعة النظرية للإنتاج الفكري باللغتين الإنجليزية والعربية وذلك وفق المنهج الوثائقي والمنهج الوصفي التحليلي. شملت الدراسة الميدانية عينة عشوائية من أعضاء هيئة التدريس وطلاب الدراسات العليا في ثلاث من الجامعات هي (الخرطوم-النيلين وعلوم التقانة) من أهم النتائج التي توصلت إليها الدراسة: أهمية معرفة النشر الإلكتروني للطلاب والباحثين والمستفيدين والتأكيد علي أنه قد أثر علي ثقافة الطالب الجامعي وكذلك معرفة شبكة المعلومات العالمية (INTERNET). النشر الإلكتروني ساهم في إنجاز الكثير من البحوث العلمية وبشكل سريع ومع ذلك لم يقلل من أهمية مصادر المعلومات الورقية. تطوير خدمات المكتبات ومراكز المعلومات إلي خدمات إلكترونية يوفر وصولا سريعا للمعلومات. من أهم توصيات هذه الدراسة: يجب أن تهتم الدولة اهتماما كبيرا بقضية البحث العلمي وتوفير المال اللازم لذلك، وتهيئة المناخ الملائم وتشجيع الباحثين علي استخدام هذا النوع من النشر الذي يساعد كثيرا في الإلمام بالمعلومات العلمية الحديثة وكذلك لا بد من تنمية الوعي العام بأهمية التقنيات الحديثة وضرورة التعاون بين المؤسسات إلكترونيا. الاهتمام ببناء الشبكة المحلية Local Area Network (LAN) للمكتبات الجامعية وذلك لتسهيل خدمات البحث وتبادل مصادر المعلومات، ولتمكنها من المشاركة في مشروع المكتبة الافتراضية التي ستنضم جميع مؤسسات التعليم العالي في السودان. ختمت الدراسة بخلاصة تتمثل في: إن المكتبات عموما والجامعية أو البحثية علي وجه الخصوص ستجد نفسها ملزمة بالسير في طريق التطور والمتابعة بغية تنفيذ برامج تخدم روادها بشكل يتناسب وتطورات العصر ويصل بها دائما إلي هؤلاء المستخدمين في أماكنهم فيصبح مفهوم الارتياد يتجاوز الحضور الجسماني إلي مبني المكتبة المحسوس بكثير.
The study problem is exemplified in the fact that the traditional means of publication are no longer the only role and suitable at a time in which the modern means of publicity have spread out and occupied its place over and over and the world have become a small village . Because of this very fact, libraries have been in general and those of the universities in particular, are asked to participate in that scientific jump and so it must not loose going in harmony with the large scientific revolution. For this reason, the study handled the electronic publication and its effect on the University libraries in Khartoum state subject of course to an applied study dealing with the universities of Khartoum as well as El-Neelain and technology of sciences. The importance of this study springs from the fact that the participation in intellectual productivity in the Sudan over the field libraries and information through the electronic publication exemplifies a major importance for those working in the field of libraries and information. The study has targeted the following: - Bringing forward the role the internet plays in the publication cause of scientific nature and electronic and the possibility of making use of the information of this internet. -This is an invitation to develop the services of libraries and information to electronic services that will provide a contact for fast information wanted by electronic resources. -To take care of the electronic publication that will participate in the same cause and will take part in realizing the several purposes, most of which are summarized in scientific research and academic studies. -The study depend on the theoretical review for intellectual productivity in both English and Arabic languages. According to documental and analytical descriptive approaches. The field of study take a random sample from members of teaching staff and post-graduate students in the three universities. The study has come to the following results:- -The importance of the knowledge of electronic publication for the students,researchers, beneficiaries and to ensure its effect on the students beside the knowledge of the( internet). -Although the electronic publication participates in scientific research achievement , it does not have affect papers information resources importance. -There is a claim for changing the service of libraries and information centers in to electronic service -The study recommend that: To edify a local Area Network (LAN )for university libraries to enable them of joining the suppositional library which consist of all higher educational institutions in Sudan. - The state must take seriously the importance of scientific research and to support them and to encourage the researchers to use the electronic publication. .Also, its inevitable to developing of the public consciousness a? to the importance of modem technology and the necessity of cooperating electronically between the constitutions. The conclusion of the study was that libraries have been in general and those of the universities in particular, are asked to participate in that scientific jump.
