تسعى هذه الورقة لاستكشاف العلاقة بين مفهومي العرقية والأمن القومي من خلال تعريف مفهوم العرقية، وذلك بتوضيح كيفية تطور المفهوم تاريخيا في القواميس والموسوعات السياسية، وتوضيح الرؤى النظرية المختلفة لتعريف المفهوم وصولاً إلى استخلاص تعريف يمثل رؤية شاملة لخصائص المفهوم، إضافة إلى توضيح المفاهيم المتداخلة مع مفهوم العرقية، ومن ثم تعريف معنى مفهوم الأمن القومي وعرض العناصر المختلفة للمفهوم سواء؛ السياسية أو الاقتصادية أو العسكرية أو الاجتماعية. كما تقوم الورقة بتقديم شرح للعلاقة النظرية التي تربط بين مفهومي "العرقية والأمن القومي"، وتوضيح الآثار الإيجابية كأهمية التنوع العرقي في توفير قوى بشرية تدعم الأمن القومي للدول، وكذلك الآثار السلبية والتي من بينها السعي للانفصال وتفتيت وحدة الدولة القومية. وأخيرا تدعم هذه الورقة نموذج "الدولة الفيدرالية" كأحد الحلول المثالية لحل مشكلة التنوع العرقي في أي دولة في إطار الحفاظ على أمنها القومي.
This Paper Seeks to Explore the relationship between the concepts of ethnicity and the national security , by clarifying of the historical development of the ethnicity concept in Dictionaries and Political Encyclopedias, and to clarify the different Theoretical Perspectives to define the concept down to extract the definition of a comprehensive vision of the characteristics of the concept, in addition to the clarification of overlapping concepts with ethnicity. It defines the meaning of the concept of national security and displays the various elements of the concept: political, economic, military or social It also explains the theoretical relationship linking the concepts of "ethnicity and national security", and clarifies the positive effects of this relation such as : the importance of ethnic diversity in the provision of manpower to support the national security of States, as well as the negative effects which including the quest for separation and fragment the unity of the nation-state. Finally this paper supports the model of "federal state" as one of the ideal solutions to resolve the ethnic diversity problem in any country and maintain its national security.
