|a يعتبر النقل بسيارات الأجرة مكملا لوسائل النقل الجماعي على الطرقات فهي إذا تلبي طلب شريحة من المجتمع سواءا عن طريق النقل الفردي أو الجماعي لما توفره من خصائص جمة كالسرعة والراحة والوصول إلى أماكن وأحياء لا تصلها وسائل النقل الأخرى ورغم وجود عدد كبير منها في بلدية قسنطينة والمقدر قانونيا بـ 3836 سيارة وظهور شركات سيارات الأجرة عن طريق المرسوم المؤرخ في ٢ جانفي 2001، إلا أنها لا تلبي الطلب الكبير على هذه الوسيلة العالمية في التنقل لعدة أسباب كعزوف بعض أصحاب سيارات الأجرة للعمل على بعض الخطوط بسبب الازدحام أو الشجارات بالإضافة لقلة المتنقلين أو أسباب أخري، وحسب المعاينة الميدانية وتوزيع الاستمارة على عينة من المتنقلين فيعتبر النقل الغير شرعي مكملا لسيارات الأجرة ووسائل النقل الجماعي الأخرى رغم عدم رضاهم بسبب وجود خطوط شاغرة من جهة وتوقف وسائل النقل الأخرى مساءا ، ورغم الحلول والتدخلات والاقتراحات التي توليها الجهات المختصة إلا أنها غير كافية، فالحل يبقى في مشاركة جميع الفاعلين في إطار الحكم الراشد نحو المصلحة العامة.

|f Taxi transport is considered to be a complement to the means of mass transport on the roads. It meets the demand of a segment of the society either through individual or collective transport means because of the great characteristics it has, such as quick arrival with comfort at the places and other localities where other means of transport cannot reach.\nDespite the presence of a large number of means of transportation in Constantine which is officially estimated to be as 3836 and the emergence of the companies of Taxi through the ordinance dated 1st January 2001, it doesn’t meet the huge demand of this global means of transport for some reasons, for example some of the owners of taxis work on some specific route due to huge traffic congestion or fear of quarrels, in addition to the lack of commuters and so on. According to the field inspection and distribution of the form to a sample of the commuters, illegal transport is considered to be complementary to taxis and other means of mass transport despite their dissatisfaction due to the presence of vacant lines on the one hand and the stopping of other means of transport in the evening, and despite the solutions, interventions and suggestions given by the authorities. However, it is not sufficient, as the solution remains in the participation of all actors in the framework of good governance towards the public interest.\nThis abstract translated by Dar AlMandumah Inc. 2018
