المستخلص: حاولنا من خلال هذه الدراسة تحليل العلاقة بين البيئة والتنمية، مع تبيان إفرازات هذه العلاقة على منظومة حقوق الإنسان. وقد بيّن الطرح وجود علاقة تفاعل بين البيئة والتنمية، أنتج إدراكا متزايدا بأن نموذج التنمية الحالي لم يعد مستداما نتيجة التنامي المفرط للنشاطات والسياسات الإنسانية التنموية لاستغلال موارد الطبيعة في مقابل القدرة المحدودة للأنساق الحيوية الطبيعية للإيفاء بمتطلبات التنمية، الأمر الذي أفرز أزمات بيئية خطيرة لها تداعيات على حقوق الإنسان، مما دفع بالدعوة إلى نموذج تنموي دائم يعمل على تحقيق التوازن بين الأهداف التنموية من جهة، وحماية البيئة واستدامتها من جهة أخرى، وهذا ما تبنته التنمية الإنسانية المستدامة.
وعلى الرغم مما تقدمه التنمية الإنسانية المستدامة من فرص متاحة لتأمين مستقبل الإنسان، دوام البيئة والمسار التنموي، في ظل أولوية حماية حقوق الإنسان، إلا أن تجسّيدها قدواجه عدة معوقات جعلت من المفهوم مجرد طرح نظري.

Cette étude cherche à analyser la relation entre l'environnement et le développement, tout en essayant de clarifier les impacts de cette relation sur le système des droits de l'homme. Notre approche révèle l’existence d’une interaction entre l'environnement et le développement, quia donné lieu à une conscientisation accrue à l’égard du modèle de développement actuel, caractérisé par l’absence de la durabilité, en raison de l'accroissement excessif des activités et des politiques humaines du développement pour l'exploitation des ressources naturelles, face à la capacité limitée des formes bio naturelles pour répondre aux exigences du développement provoquant de graves crises environnementales ayant des répercussions sur les droits de l'homme. Ce qui rend impératif de trouver un modèle de développement durable qui peut apporter un équilibre entre les objectifs du développement, d'une part, et la protection de l'environnement et sa durabilité d'autre part. En fait, ce qui a été adopté par le développement humain durable.
Malgré les opportunités que propose le développement humain durable, tout en prenant la priorité de la protection des droits de l'homme en considération, pour assurer l'avenir de l'être humain, la durabilité environnementale ainsi que le processus du développement, mais sa concrétisation a rencontré des obstacles rendant par la suite ce concept une simple approche théorique.

In this study, we attempted to analyze the relationship between environment and development, while showing the implications of this relationship on the human rights system. The proposal has demonstrated an interrelationship between environment and development, which has given rise to a growing awareness that the current development model is no longer sustainable as a result of the excessive growth of humanitarian development activities and policies to exploit natural resources as opposed to the limited capacity of natural biophysics to meet development requirements, which has led to serious environmental crises that have repercussions on human rights, and which has led to the call for a permanent development model that works to achieve balance between development goals on the one hand, and environmental protection and sustainability on the other hand, and this has been adopted by sustainable human development. Despite the fact that sustainable human development offers opportunities to secure the future of man, the development of the environment and the development process, in light of the priority of the protection of human rights, but its embodiment faces several obstacles that made the concept a theoretical proposition.
