المستخلص: استهدف البحث تسليط الضوء على الالتزام المدني في الجامعات العربية. وتناول البحث تحليل الخطاب من حيث المعانى القائمة في خطاب الجامعات، ووضع السياسات العامة والتشريعات وتطويرها والمسؤولية الاجتماعية والمصلحة العامة. وناقش البحث توزيع المعاني بحسب الجامعات وغياب الالتزام المدني كليا عن خمس جامعات. وقدم البحث مقارنة بين الجامعات الأعضاء معا وغير الأعضاء. وتطرق البحث إلى توزيع المعاني بحسب البلدان. كما تطرق إلى خطاب الالتزام المدني فى مختلف الكليات، والالتزام المدني فى مناهج الجامعات العربية وفي برامج الجامعات العربية، ومقررات الجامعات العربية. وأكدت نتائج البحث على إن توقيع الجامعات على إعلان تالوار لم يتجسد إجرائياً على المستوى المطلوب لتحقيق أهداف هذا الإعلان، وإن الأنطواء تحت تحالف معاً لم يرتب على الجامعات أي التزامات جدية تؤدي إلى تقديم نموذج عن الجامعة الملتزمة مدنياً. كما أكدت النتائج على إن إدراج معاني تؤشر إلى الالتزام المدني لم يدل بالضرورة أن هذه الجامعات تقصد هذا المعنى أو تعنيه على وجه الخصوص وتبين ذلك نتيجة التدقيق. كما أكدت على إن جامعات القطاع الخاص أظهرت اهتماما بمعاني الالتزام المدني أكثر من جامعات القطاع الرسمي، وذلك يعود إلى الجامعة الأمريكية في بيروت والكويت ومصر المدرجة في العينة والتي أثرت في تقدم نتائج القطاع الخاص لتتقدم على نتائج القطاع الرسمي.

The research aimed at highlighting the civil commitment in the Arab universities. The research dealt with the analysis of the speech in terms of the meanings included in the speech of universities, the development of public policies and legislation and evolve them, the social responsibility and the public interest. The study discussed the distribution of the meanings according to the universities and the absence of the civil commitment altogether from five universities. The research presented a comparison between the member universities together and non-members. The research dealt with the distribution of meanings by country. It also addressed the civil commitment speech in various faculties, the civil commitment in the curricula of the Arab universities and in the programs of the Arab universities, and the materials of the Arab universities. The results of the research confirmed that the signing of universities on Talloires Declaration did not reflect the procedural level required to achieve the objectives of this Declaration. The results stressed that the convergence under the alliance together did not arrange for the universities any serious commitments lead to provide a model for the university committed to the civilian. The results as well confirmed that the inclusion of meanings indicating civil commitment did not necessarily mean that these universities addressed this meaning or specifically addressed it as a result of scrutiny. They also stressed that the private sector universities have shown an interest in the concepts of the civil commitment more than the universities in the official public sector, this is due to the American University of Beirut, Kuwait and Egypt, included in the sample, which influenced the progress of the private sector to advance the results of the official sector.
