The excellence of a Sudanese university and academic staff member can be effectively classified by systematic and objective design criteria, which participates in developing the learning outcomes in Sudan. In first phase of this study we reviewed the literatures, determined and defined the suitable quantitative and qualitative criteria. In the second phase, we developed and designed pairwise comparisons survey and evaluation forms in order to get the experts' views on those criteria and then evaluate universities and academic staff members. This paper introduces a fuzzy logic computational model based on developed and designed survey and evaluation forms for measuring the performance and evaluation of Sudanese universities and academic staff
