During the British Occupation in Egypt (1882 - 1954), attempts were made to develop the conceptual framework of dealing with pris¬oners and juvenile offenders. Modernizing the way juvenile offenders were treated was based on adopting and simulating two European models which were successful,from the point of view of British of¬ficials, at that time. When Coles Pasha became the Inspector General of Egyptian prisons from 1897 to 1917, he aimed at embracing the re- form-correctional approach in adult prisons as well as establishing the first 'juvenile reformatory' in Giza in a way similar to the models of the County Council School for Waifs and Strays in London and the Belgian Reformatory at Ypres. The present research aims to shed light on Coles Pasha's conceptual framework and the way he envisioned 're- form'of juvenile offenders in Egypt. The research concludes that,despite the lack of a clear orientation, Coles Pasha laid the foun¬dation of the juvenile punitive treatment in Egypt. |
