المستخلص: The objective of this research is to analyze the effectiveness of monetary policy in Algeria over the period between 1990 and 2013, through several criteria; the achievement of the final and intermediate objectives, the effectiveness of the instruments in achieving the objectives and finally the relationship between the achievement of the intermediate objectives and the achievement of the final objective. The results of the study show that the ultimate goal of the inflation rate is broadly attained, as is the case for the stability of the actual exchange rate. Between 1991 and 2001, the instruments used by the Bank of Algeria, showed a good efficiency in the control of the assigned objectives, whereas since 2001 this effectiveness remains confused. Between 2002 and 2013 the results, in terms of achieving the intermediate objectives, showed a certain weakness in the control of the latter. Finally, the link between the achievement of the ultimate goal represented in inflation rate and the intermediate aims and money supply and credit for the economy remains very low for the period under review, whereas their results generally develop in opposite meanings, indicating difficulties in setting intermediate objectives.

L’objectif de ce travail de recherche est d’analyser l’efficacité de la politique monétaire en Algérie sur la période entre 1990 et 2013, à travers plusieurs critères; l’atteinte des objectifs finaux et intermédiaires, l’efficacité des instruments dans l’atteinte des objectifs et finalement de la relation entre la réalisation des objectifs intermédiaires avec l’atteinte de l’objectif final. Les résultats de l’étude démontrent que l’objectif final de taux d’inflation est globalement atteint, de même que la stabilité du taux de change effectif. Entre 1991 et 2001, les instruments utilisés par la Banque d’Algérie, ont montré une bonne efficacité dans le control des objectifs assignés, alors que depuis 2001 cette efficacité reste confuse. Entre 2002 et 2013 les résultats en termes d’atteinte des objectifs intermédiaires fixés démontrent une certaine faiblesse dans la maitrise de ces derniers. Finalement, le lien entre l’atteinte de l’objectif final de taux d’inflation et les objectifs intermédiaires, de masse monétaire et de crédits à l’économie, reste très faible pour la période considérée, alors que leurs résultats évoluent généralement dans des sens opposés, attestant des difficultés dans la fixation des objectifs intermédiaires.
