المستخلص: سطر رئيس الجمهورية برنامجا للتنمية الاقتصادية يمتد على خماسية من الزمن ويمس كل قطاعات الاقتصاد الوطني ليعرف قطاع السكن مشروعا لإنجاز مليون وحدة سكنية في إطار الخطة الخماسية الممتدة من سنة 2005 إلى سنة 2009 حيث خصص له غلاف مالي قدر ب 671.51 مليار دج أو ما يعادل 9 مليار دولار، وقد ساهم هذا المشروع برفع النشاط العقاري الجزائري، لاسيما بعد تفاقم أزمة السكن، وحسب الإحصائيات المقدمة فقد قدرت نسبة الإنجاز ب 80.86% سكن منجز وموزع وهي توحي لنا بوجود بعض العراقيل التي أحالت دون تحقيق الهدف المرجو الوصول إليه، و عليه دعمت السلطات مرة أخرى على اثر مخطط خماسي ثاني يمتد من سنة 2010 إلى غاية 2014 يتم فيها تخصيص ما قيمته 286 مليار دولار للاستثمارات العمومية، ليحض قطاع السكن بنسبة 17.4% من الإجمالي بهدف امتصاص العجز المسجل فيه ويتم بذلك التسطير إلي إنجاز مليونان وحدة سكنية.

Un programme de développement économique a été élaboré par le président de la république algérienne visant tous les secteurs économiques du pays.
Des efforts couronnés par le méga programme de 1 million de logement dans le cadre du programme quinquennal allant de 2005 à 2009 et par un budget estimé à 671.51 de dinars soit 9 milliards de dollar.
Hélas ,1a réalité vue et vécu donne toujours des signes forts de la présence de la crise de logement en Algérie, ce qui impose la recherche de nouvelles alternatives applicables adoptée et atteindre les objectifs escomptés, en attendant se que va donner le chalenge que les autorités avaient lancées concernant la réalisation de 2 millions d’unités dans le cadre du second programme allant de 2010 à 2014.

The President of the Republic launched a economic development program that extends over five years and touches all sectors of the national economy so that the housing sector can introduce a project to accomplish one million housing units under the framework of the five-year plan from 2005 to 2009. He allocated for it a financial budget estimated to be at 671.51 billion dinars, or the equivalent of USD 9 billion. This project has increased real-estate activity in Algeria especially after the worsening housing crisis. According to the provided statistics, the percentage of the achievement was estimated to be at 80.86% accomplished and distributed house which shows that there were some obstacles that prevented the achievement of the targeted goal. Therefore, the authorities again supported a second five-year plan 2010 - 2014 in which USD 286 billion were allocated for public investments in order to increase the housing sector by 17.4% of the total in order to absorb the deficit registered in it so that two million housing units can be accomplished.
