المستخلص: كان منتظرا من سياسة الانفتاح الاقتصادي المنتهجة منذ 1990، تزايد فعالية ومردودية المؤسسات الاقتصادية العمومية، من خلال مجابهتها مع المنافسة الخارجية وإلزامها ببدل المجهودات اللازمة حتي تكون عند مستوى مماثل، نجد بأن المؤسسات وخاصة تلك المنتمية للقطاع الصناعي والتي أنشأت خلال العشرون سنة التي تلت الاستقلال، لم يتبقى منها سوى القليل والذي يتخبط في مشاكل مالية وتسييرية عسيرة ٠ وتسعى الورقة البحثية هذه، دراسة العلاقة بين سياسة الانفتاح وبين اندثار النسيج الصناعي في الجزائر من خلال عرض تحليلي للتطور التاريخي للصناعة العمومية الجزائرية والذي سيتمم بدراسة ميدانية خصت عينة من المؤسسات الناشطة على مستوى ولاية بجاية. وتبين من خلال النتائج الأولية بأن الإصلاحات الاقتصادية المتبعة خلقت مع مرور الزمن جوا غير ملائم لتلك المؤسسات.

Au moment où l’on attendait que la politique d’ouverture de l’économie engagée au début de la décennie 1990, permette aux entreprises industrielles publiques d’être plus rentables et performantes, en les confrontant à la concurrence étrangère les obligeant à faire l’effort de se mettre à niveau, nous constatons que du parc industriel public constitué durant les vingt années suivant l’indépendance, il n’en reste qu’un nombre infime d’unités se débattant dans des difficultés financières et managériales. Ainsi, nous voulons dans ce papier, examiner le lien entre la politique d’ouverture engagée et la désintégration du secteur industriel public. Nous adoptons une étude historique et analytique des étapes d’évolution de l’industrie publique, que nous compléterons par une enquête de terrain réalisée auprès d’un échantillon d’entreprises de la wilaya de Bejaia. Les premiers résultats montrent que les réformes économiques suivies en Algérie, ont instauré un environnement institutionnel peu favorable pour ces entreprises.

The economic openness policy adopted since 1990, has been expected to increase the efficiency and productivity of public economic institutions by challenging external competition and forcing them to make the necessary efforts to be at a similar level. We find that the institutions, especially those in the industrial sector, established during the 20 years following independence, only few of them are left, which are struggling with economic problems and managerial difficulties. This research paper explores the relationship between the policy of openness and the extinction of the industrial fabric in Algeria through an analytical presentation of the historical development of the Algerian public industry, which will be achieved by field study which was conducted on a sample of institutions active in the state of Bejaia. Preliminary results show that the economic reforms over the time have created an environment that is not unfavorable for these organizations.
