المستخلص: حاولت الدراسة الإجابة عن التساؤل الرئيسي لها والمتمثل في: "ما هي الآليات الملائمة لطبيعة وخصوصية دراسة الجدوى التمويلية في مجال المشاريع الاستثمارية العمومية من خلال ميزانية التجهيز التي تلتزم بالمقيدات الإدارية للخدمة العامة؟"، حيث أنه وللإجابة عن هذا التساؤل تم تقسيم الدراسة إلى جزأين: نظري وتطبيقي. تناول الجزء النظري مفهوم دراسة جدوى المشاريع الاستثمارية العمومية، في حين أنه في الجزء التطبيقي تم اعتماد معطيات مديرية البرمجة ومتابعة الميزانية (دراسة حالة قطاع التربية والتكوين لولاية بشار) خلال الفترة 2010 – 2014، بهدف معرفة ما إذا كان هناك تطبيق لدراسة الجدوى ومات هي معايير تقييم المشاريع على مستوى هاتين المديريتين. أثبتت نتائج الدراسة المتوصل إليها أن هناك تطبيق لدراسة الجدوى على مستوى هاتين المديريتين خلال فترة الدراسة مقارنة بالفترات السابقة.

Cette étude essaie d’apporter une réponse à la question principale suivante : Quels sont les mécanismes spécifiques de l’étude de la faisabilité financière des projets d’investissements publics, à partir du budget d’équipement ? Pour y répondre, nous avons divisé notre travail en deux parties : l’une théorique, consacrée à la présentation des concept de faisabilité des projets d’investissements publics , et l’autre partie, consacré à un cas pratique où nous avons utilisés des données provenant de la direction de la programmation et du suivi du budget de Bechar, et s’étalant sur la période 2010-2014, et utilisées pour déterminer les critères d’évaluation des projets, entre autres, ce qui est apparemment le cas selon les résultats obtenus.

The study attempted to answer its main question: "What mechanisms are appropriate for the nature and specificity of the study of financing feasibility in the field of public investment projects through the processing budget that adheres to the administrative aspects of the public service?” In order to answer this question, the study was divided into two parts: theoretical and applied: The theoretical part dealt with the concept of feasibility study of public investment projects, whereas in the applied part the data of the Directorate of Programming and Budget Follow-up (Case Study of the Education and Training Sector of the province of Bechar) was adopted during the period 2010-2014, with a view to determining whether there is an application of the feasibility study and the criteria for project evaluation at the level of these two departments. The results of the study showed that there was application of the feasibility study at the level of these two departments during the study period compared to previous periods.
