المستخلص: تسعى الدول في اطار المحافظة على استقرارها وزيادة إنتاجها وتطورها إلى ايجاد بيئة صحية للمواطنين، وتتحقق هذه البيئة بممارسة الإدارة المركزية والمحلية لنشاطها السلبي والمتمثل في الضبط الإداري، ويظهر عنصر المحافظة على السكينة العمومية كأحد العناصر المهمة للضبط الإداري الذي يحقق هذه البيئة الصحية ويعالج ما يهددها من التلوث الصوتي الذي أصبح مشكلة العصر بعد زيادة معدل الضوضاء بمصادرها الحديثة وما ينتج عنه من مخاطر صحية تؤثر سلبا على أداء العمل ، ولذلك كان لا بد من المحافظة على السكينة العمومية حتى ينعم الناس بالراحة والطمأنينة ماديا ومعنويا وينعكس إيجابا على الإنتاج وتطور الدول.

In the context of maintaining stability and increasing their production and development, states seek to create a healthy environment for citizens and nationals, and this environment is achieved through the exercise the central and local administration of its passive activity of administrative control, the element of maintaining public tranquillity is shown as a important elements of the administrative control that achieves this health environment and addresses the threat of sonic pollution that has become the problem of the age after increasing the noise rate their modern sources and the resulting health risks negatively affect the performance of the work, and therefore the peace must be maintained Public so that people are physically and morally comfortable and financially and positively reflected in the production and development of States.

Dans le cadre du maintien de la stabilité et d’accroître leur production et leur développement, les États cherchent à créer un environnement sain pour les citoyens et ressortissants, et cet environnement est obtenu grâce à l’exercice de l’administration centrale et locale de son activité passive de contrôle administratif, l’élément de maintien de la tranquillité publique est indiqué comme étant des éléments importants du police administratif qui réalise cet environnement santé et traite de la menace de pollution sonore qui est devenue le problème de l’âge après avoir augmenté le bruit note leurs sources modernes et risques pour la santé qui en résulte un effet négatif sur l’exécution des travaux, et donc la paix doit être maintenue Public alors que les gens sont confortables physiquement et moralement et financièrement et positivement réfléchie dans la production et le développement des États.
