|f Algeria's urban transport sector has experienced many problems and difficulties. Following the inability of the Public Transport Corporation to meet the needs of passengers and fulfil all their needs, as a result of the low quality of service and the high costs it incurred, it was decided in 1988 to liberalize the sector to the private sector. However, this decision led to a deterioration in the quality of transport service in all Algerian cities. The absence of the state and the abandonment of its role in return for the development of demand for transport services resulted in an increase in the number of private operators who decided to cover the growing demand in terms of quantity only without providing transportation, quality and quality conditions of service. This has contributed to the increase in the use of private cars, which has caused many problems at the economic, social and environmental levels.\nSo in this article, we try to analyze the concrete reality of the efforts made by the Algerian state to improve the efficiency of the transport sector after its liberalization in order to achieve sustainable development, , through an analytical study of the situation of urban transport in the state of Jijel and its impact on the development of the use of the private car, and to clarify the magnitude of the costs of the latter at the environmental level and the most important solutions proposed for this\nThis abstract translated by Dar AlMandumah Inc 2018.

|a شهد قطاع النقل الحضري في الجزائر العديد من المشاكل والصعوبات، فبعد عجز المؤسسة العمومية للنقل على تلبية رغبات المسافرين وتوفير كافة احتياجاتهم، نتيجة لنوعية الخدمة المتدنية والتكاليف الكبيرة التي كانت تتحملها، تقرر سنة 1988 تحرير القطاع أمام القطاع الخاص. لكن هذا القرار أدى إلى تدهور نوعية خدمة النقل بكافة المدن الجزائرية، فغياب الدولة وتخليها عن دورها مقابل تطور الطلب على خدمات النقل نتج عنه زيادة عدد المتعاملين الخواص، الذين قرروا تغطية الطلب المتزايد من حيث الكمية فقط دون توفير شروط خدمة النقل والجودة والنوعية، مما ساهم في زيادة استخدام السيارة الخاصة التي ننج عنها العديد من المشاكل على المستوى الاقتصادي والاجتماعي والبيئي. \nلذا نحاول في هذا المقال تحليل واقع ملموس للجهود التي تبذلها الدولة الجزائرية لتحسين فعالية قطاع النقل بعد تحريره لتحقيق التنمية المستدامة، من خلال دراسة تحليلية لوضعية النقل الحضري بولاية جيجل وأثرها على تطور استعمال السيارة الخاصة، وتوضيح حجم تكاليف هذه الأخيرة على المستوى البيئي وأهم الحلول المقترحة لذلك.
