المستخلص: تتحدد مشكلة الدراسة في كشف الواقع الاقتصادي الذي يفرضه الانقسام في القطاع على الوضع الفلسطيني، ولذلك يمثل الهدف الرئيسي للدراسة في تعرف أبعاد فصل قطاع غزة عن الاقتصاد الفلسطيني، والخطورة التي ستلحق بالقضية الفلسطينية نتيجة لذلك، باستخدام المنهج الوصفي التحليلي، من خلال استعراض تطور الاقتصاد الفلسطيني والمراحل التي مر بها، وحالة الضعف البنيوي الذي يعاني منه جراء السياسات الإسرائيلية منذ 1967، وتشير الدراسة إلى الخطوات التي اتخذتها سلطات الاحتلال بعد انتفاضة الأقصى عام 2000، واستهداف الاقتصاد الفلسطيني، والمخططات الإسرائيلية للسيطرة على القدس وفصلها عن الأراضي الفلسطينية، والعدوان على غزة ومحاولة فصلها، لرسم واقع جديد على الأرض يخدم المخططات الإسرائيلية. كما تتناول الدراسة واقع الاقتصاد الفلسطيني، والسيناريوهات المتوقعة، إذ تتغير استراتيجية إسرائيل من السيطرة على الاقتصاد الفلسطيني وتبعيته للاقتصاد الإسرائيلي، إلى استراتيجية جديدة تتمثل في تفكيك المكونات الاقتصادية الفلسطينية، بما يخدم التوجه الإسرائيلي لمنع قيام الدولة الفلسطينية، وبينت الدراسة خطورة السيناريو القاضي بفصل قطاع غزة عن الاقتصاد الفلسطيني، وأن أفضل وسيلة لمواجهة الاستراتيجية الإسرائيلية تتمثل في تطوير الاقتصاد الفلسطيني والتخلي التدريجي عن العلاقة مع إسرائيل، وتعزيز العلاقة التكاملية بين المكونات الفلسطينية من ناحية، وبين الاقتصاد الفلسطيني والاقتصاد العربي المجاور من ناحية أخرى، والعمل على إحياء تجارة الترانزيت.

The problem of this study is specified in identifying the economic reality imposed by the intra- Palestinian division and its impact on the Palestinian situation. The main objective of the study is restricted in pinpointing the dimension of separating Gaza Strip from the economy as a -whole, in addition to the risk it imposes on the Palestinian question as a result of this. The descriptive analytical approach has been used within identifying the economic development and the stages experienced as well as the state of economic weakness that Palestinian economy faces as a result of the Israeli policies since 1967. Also, the study indicates the steps taken by the Israeli occupation after the Aqsa Intifada in 2000 which targeted the Palestinian economy and the Israeli plans to dominate Jerusalem in a bid to separate it from the other Palestinian territories and the recurrent aggressions on Gaza to separate it and to create new facts on the ground. The study addressed the reality of the Palestinian economy, and the potential scenarios. Israeli strategy, however, is being changed from controlling the economy and make it subordinate to its Israeli encounter to a new strategy represented by dismantling the essential Palestinian economy components to serve the Israeli approach aimed at preventing any possibility of creating the Palestinian State. The study made clear the risks that will result from separating Gaza from the Palestinian economy. The best way to confront the Israeli policies is to develop the Palestinian economy and to abandon gradually the relation with Israel and enhance the complementary link between all the Palestinian components from one hand and strengthen the relations between the Palestinian economy and neighboring Arab economy from the other hand, as well as making efforts to recover the transit trade.
