|b Most of the procedural and private laws with the inspected systems state the complaints and communiqués as a source to receive the information about the administrative crimes and breaches in which the particular systems treats the administrative corruption as well as the specialized administrative systems should take special procedures to ensure correct and accurate information and then the administrative investigation will happen if there are crimes and violation or breaches. To shed the light on the importance of procedural investigations and to observe the income information through the ways of complaints and breaches to the general public inspectors office and to state the field that submits the complaints and breaches to state the faculty of these offices in exulting the administrative sanctions. This research has divided into two sections. The first one studies the concept of complaints and breaches it also subdivided into two parts: the first part is about the concept of complaints while the second part is about the breaches. The second section is about the investigation on the income information about complaints and breaches. It also subdivided into two parts: in the first one, the researcher focuses on the investigations in the income information about complaints and breaches while the second part focuses on the administrative investigation. The end of research includes more important of results and suggestions of the research

|a نصت العديد من القوانين الإجرائية والقوانين الخاصة بالأجهزة الرقابية على الشكاوي والبلاغات كمصدر من مصادر تلقي المعلومات عن الجرائم والمخالفات الإدارية والتي يجب على الأجهزة المعنية بمكافحة الفساد الإداري وكذلك الجهات الإدارية المختصة اتخاذ الإجراءات اللازمة من أجل التأكد من صحتها ودقة المعلومات الواردة فيها ومن ثم إجراء التحقيق الإداري إذا ما تأكد من وجود الجرائم أو المخالفات. ولتسليط الضوء على أهمية إجراءات التحري وتدقيق المعلومات الواردة عن طريق الشكاوى والبلاغات إلى مكاتب المفتشين العموميين وبيان جهة التي تقدم لها تلك الشكاوى والبلاغات. وبيان صلاحية تلك المكاتب في إجراء التحقيق الإداري وفرض العقوبات الإدارية، تم تقسيم البحث إلى مبحثين تناول المبحث الأول/ مفهوم الشكاوى والبلاغات وذلك سنقسمه على مطلبين نبين في الأول مفهوم الشكاوى، ونشير في الثاني مفهوم البلاغات، أما المبحث الثاني فيتناول فيه التحري في المعلومات الواردة في الشكاوى والبلاغات والتحقيق فيها، وسنقسمه على مطلبين، نبين في المطلب الأول التحري في المعلومات الواردة في الشكاوى والبلاغات، ونوضح في الثاني التحقيق الإداري، ثم خاتمة البحث التي سوف نضمنها أهم النتائج والمقترحات التي نتوصل إليها.
