المستخلص: تبلور مفهوم الديمقراطية التوافقية (Consensus democracy) منذ عقود كنموذج بديل للديمقراطية التمثيلية، التي لم تحقق أهدافها في معالجة بعض المشكلات والأزمات التي تعاني منها المجتمعات التي تتسم بقدر كبير من التعدد، الانقسام واللاتجانس المجتمعي، وميزة الديمقراطية التوافقية هو عدم الاكتفاء بالأغلبية كمعيار وحيد للحكم، بل بإضافة معيار آخر هو التوافق الذي يتضمن إشراك جميع مكونات المجتمع في إدارة البلاد بما يضمن لكل طرف حقوقه وخصوصياته، وبذلك فالديمقراطية التوافقية تمثل رؤية مستحدثة نابعة من جوهر الديمقراطية التمثيلية، وليس نقيض لها كما يروج البعض. لكن بشرط أن تتوفر الشروط الكافية لنجاحها والتي من أهمها وجود القدر الكافي من التعاون بين النخب الممثلة لقطاعات المجتمع المتعدد، وقدرتهم علي حشد وتهدئة أفراد الجماعات وقت الحاجة. فالديمقراطية التوافقية تعني النظام الذي تتعدد فيه مصادر السلطة، ويكون قادرا على تقليص العنف المدني وترشيد إمكانية اللجوء أليه.
وعلى الرغم من الانتقادات الموجهة للديمقراطية التوافقية وآليات عمل مؤسساتها التي اجتهد المفكر الهولندي "ارنت ليبهارت" في رسم معالم بعضها، ألا أنها تفرض نفسها في الزمن الراهن كبديل حقيقي للديمقراطية التمثيلية القائمة على مبدأ الأكثرية، خاصة مع تنامي النزاعات الطائفية والمذهبية في كثير من دول العالم التي باتت مهددة بالتفكك والانقسام، ومنها دول من المنطقة العربية.

Consensus democracy emerged decades ago as an alternative model for representative democracy, which has not achieved its objectives in addressing some of the problems and crises experienced by societies characterized by a great deal of pluralism, division and social heterogeneity. The advantage of a consensual democracy is not limited to the majority as the sole criterion of governance but to the addition of another criterion, which includes the involvement of all components of society in the administration of the country in order to guarantee each party its rights and particularities. Thus, consensual democracy represents a new vision that stems from the very essence of representative democracy, not the opposite of it, as some proclaim. However, on condition that they have sufficient conditions for their success, the most important of which is the existence of adequate cooperation between the elites representing the sectors of the multiple societies, and their ability to mobilize and calm the members of the groups in times of need. Consensus democracy means a system in which sources of power are multiple, and is capable of reducing civil violence and rationalizing the possibility of resorting to it.
Despite the criticisms directed at consensual democracy and the mechanisms of the work of its institutions, which the Dutch thinker, Arnt Lebhart, worked hard to draw the parameters of some of them, it has currently imposed itself as a real alternative to representative democracy based on the principle of majority, especially in view of the growing sectarian conflicts in many countries of the world that are threatened with disintegration and division, including some states in the Arab region
