المستخلص: كانت البشرية ومن قبلهم ملائكة السماء على موعد تأريخي وضعت له المواقيت والقوانين السماوية حسب حسابات السماء والمواقيت البشرية التي واكبت الثورة الحسينية وشهد التاريخ أعظم ملحمة سطرت في صفحاته المضيئة وكانت بحق مثالًا يحتذى به للشرف والبطولة والتغيير والإصلاح المستدام ثورة استمدت أسسها وجذورها من العمق الفلسفي والتطبيقي والإلهي للدين الإسلامي الحنيف ولكافة العصور القديمة والوسطى والمعاصرة والمستقبلية ثورة إعادة هيكلة التاريخ وحاربت الطغاة والفاسدين.
وأصبحت بحق منارًا وسراجًا للإصلاح الإلهي الشامل والمستدام والذي تجسد في شخصية الإمام الحسين عليه السلام وصار منهجًا وفلسفة وتوجه وعقيدة وقيم للمبادئ الإدارية الإسلامية الحقيقية التي ناضل من أجلها الأنبياء وختمت بالرسول الأعظم والأئمة المعصومين. لذا افتخرت السنون والأيام برجال صنعوا التاريخ وغيروا مجراه بدمائهم الزكية الطاهرة والتي انتصرت فيه الإرادة الحقة التي خطت صفحات مشرقة للأجيال كافة وبمختلف انتمائها وفلسفتها وعقيدتها.
وهذه الثورة غدت منهلاً معطاء لكل الأحرار في العالم وكانت ومازالت وستبقى إصلاحية وذات شمولية وعالمية في التطبيق، لا يحدها زمان ولا مكان بل هي رؤية استراتيجية لتخطيط استراتيجي مستدام والدليل على ذلك قول الإمام الحسين عليه السلام (إني لم أخرج أشرًا ولا بطرًا، ولا مفسدًا ولا ظالمًا، وإنما خرجت لطلب الإصلاح في أمة جدي صلى الله عليه وسلم أريد أن آمر بالمعروف وأنهى عن المنكر).
من هذا المنطلق ووفق هذه الفلسفة المعمقة للعملية الإصلاحية ذات البعد الشمولي كما تبين من قول الإمام عليه السلام حيث لم يحدد الإصلاح بفئة أو جزء معين بل ناشد الإصلاح الشامل. بمعنى الشمولية المطلقة وهذا يضم بين طياته مختلف الإصلاحات المتنوعة، ومنها الإدارية والاقتصادية والسياسية والثقافية والاجتماعية والدينية وغيرها.
في دراستنا هذه سيتم التركيز على عملية الإصلاح الإداري المستدام ودوره في التغيير الاستراتيجي المتجدد، لرؤيته بمنظار الإصلاح الحقيقي الذي أراده الإمام الحسين وقدم حياته تضحية من أجله.


Humankind and before them were the angels of heaven on a historical schedule. Times and heavenly laws were set for it according to the calculations of the sky and the human timings that accompanied the Husseinian revolution. History witnessed the greatest epic written in its bright pages and was indeed an example to be emulated for honor, heroism, change, and sustainable reform. It was a revolution that derived its foundations and roots from the philosophical, applied, and divine depth of the true religion of Islam, and all the ancient, medieval, contemporary, and future eras have, a revolution to restructure history and fight tyrants and the corrupt.
It indeed became a beacon and a lamp for comprehensive and sustainable divine reform, which was embodied in the personality of Imam Hussein, peace be upon him and became a method, philosophy, direction, belief, and values of the true Islamic administrative principles for which the prophets fought and concluded with the Great Messenger and the infallible imams. Therefore, years and days have been proud of men who made history and changed its course with their pureblood, in which the true will triumphed, which has written bright pages for all generations, with different affiliations, philosophy, and beliefs.
This revolution has become a gift to all the free people globally and was, is, and will remain reformist, comprehensive, and universal in application. No time or place will limit it, but rather is a strategic vision for sustainable strategic planning. The evidence for this is the saying of Imam Hussein, peace be upon him, (I did not come out as evil or arrogant, nor a spoiler nor unjust, but I came out to seek reform in the nation of my grandfather, may Allah bless him and grant him peace, I want to order what is right and forbid what is wrong.
From this standpoint and according to this in-depth philosophy of the reform process with a holistic dimension, as evidenced by the Imam's words, peace be upon him, where he did not specify reform for a specific category or part; instead, he appealed to comprehensive reform. In the sense of absolute totalitarianism, this includes various diverse reforms, including administrative, economic, political, cultural, social, religious, and others.
In our study, we will focus on the process of sustainable administrative reform and its role in the renewed strategic change, to see it in terms of real reform that Imam Hussein wanted and sacrificed his life for its sake.
