المستخلص: This paper provides an in-depth analysis for the Local Administration in Egypt, regarding its constitutional and legal foundation since the issuing of law number 29 for the year 1913 up to the latest amendment of the Egyptian constitution in 2007. The Local Administration in a simple country targets two things: Firstly: Decentralization (political and administrative) to perform the objectives of the public administration; Secondly: Development of the local communities. The paper is divided into four parts. The first part deals with the constitutional and legal foundation of the local administration in Egypt. The second part gives an insight about local decentralization in Egypt in light of the latest amendment of the Egyptian constitution in 2007. The third part addresses issues such as: the structure of local administration; the relationship between the central government and the local administration; the functions and powers of the local administration; decision making at the local level; and the movement towards the decentralization of local administration in Egypt. The fourth part provides recommendations for the reform of local administration in Egypt.
