المستخلص: تتناول هذه الورقة البحثية دراسة لتطور سياسة الإنفاق العام في إطار البرامج الاقتصادية والتنموية المتبعة من طرف الجزائر خلال الفترة(2000-2017)، حيث تندرج في إطار المالية العمومية، وتهدف إلي توضيح علاقة الإنفاق العام ومنه الميزانية العامة للدولة بالرامج التنموية، ودور هذه العلاقة في بعث الاقتصاد الوطني، ومنه في تحقيق التنمية خاصة في ظل التوجه الأخير لقاعدة ترشيد الإنفاق العام، فمراعاة هذه القاعدة، يجعل الدولة تنظر إلى مختلف حاجات المجتمع من خدمات ومشاريع، وأن تفاضل بينها وفقا لجدول للأولويات، ثم تقرر توجيه الإنفاق على أساس تلك الأولويات، وعلى أساس ما يتحقق من منافع، بالحجم والنوع والتوقيت المناسبين (أي توجيه النفقات العامة لإشباع أكثر الحاجات إلحاحا ثم الأقل فالأقل).ومن هنا جاءت هذه الدراسة، للتأكيد على أهمية توجيه و ترشيد الإنفاق العام وفقا للأولويات الاقتصادية والاجتماعية، والي ضرورة اتخاذ الدولة من التخطيط الاقتصادي الشامل كأساس لوضع الأهداف العامة، وكأداة للوصول إليها وتحقيقها .كما وتتطرق الدراسة أيضا إلي تحليل وتتبع مسار سياسة الإنفاق العام في الجزائر من خلال تطور البرامج الاقتصادية والتنموية خلال الفترة(2000-2017)، وبهذا فإنها تشير إلى أهمية سياسة الإنفاق العام باعتبارها آلية من آليات رسم السياسات الاقتصادية الكلية، وأداة ص أدوات تحقيق التنمية الاقتصادية المستدامة.

This paper discusses the evolution of the public expenditure policy in the framework of the economic and developmental programs adopted by Algeria during the period 2000-2017, which come within the framework of public finance. It aims at clarifying the relationship of public expenditure including the general budget of the state with the development programs, and the role of this relationship in the development of the national economy, including achieving development, especially in the context of the recent trend towards the rule of the rationalization of public spending. Taking this rule into consideration makes the state considers the different needs of the community of the services and projects differentiating between them in accordance with the scale of priorities , and then decides the reorientation of public spending on the basis of those priorities and the achieved benefits regarding their extent, type, and right timing. This means the redirection of public expenditure to satisfy the most pressing needs, then the less and then the least. Hence, this study is intended to emphasize the importance of directing and rationalizing public expenditure in accordance with economic and social priorities, and the need for the state to take comprehensive economic planning as a basis for the formulation of general objectives and as a tool to access and achieve them. The study also touches upon the analysis and monitoring of the course of the public expenditure policy in Algeria through the development of economic and developmental programs during the period (2000-2017), thus indicating the importance of public spending policy as one of the mechanisms of macro-economic policy making, as well as a tool for achieving sustainable economic development.This abstract translated by Dar AlMandumah Inc. 2018
