المستخلص: لقد قامت هذه الدراسة بتحليل الجانب النظري والواقع العملي للسؤال البرلماني في النظام الدستوري الجزائري، وذلك من خلال دراسة المراحل العملية التي تتطلبها عملية طرح السؤال باعتباره أحد الآليات الرقابية التي وضعت بين يدي السلطة التشريعية لرقابة السلطة التنفيذية لإرغامها على إصلاح أوجه التقصير والخلل في أي جانب من جوانب القطاعات التي تتبعها، ومن ثم سلطنا الضوء في هذه الدراسة على هذه الآلية الرقابية من جانبين جانب نظري تعلق بتحديد مفهومه ووظائفه وكذا التقسيمات التي يوجد عليها، وجانب عملي تعلق بالضوابط والإجراءات التي ينبغي التقيد بها عند مباشرة توظيفه سواء من جهة العضو البرلماني السائل أو من جهة العضو الحكومي المجيب، وختمت الدراسة بتحديد الآثار والنتائج المترتبة على استعمال هذا الأسلوب الرقابي.

This study analyzes both the theoretical aspect and practical reality of the parliamentary question within the Algerian constitution by studying the stages required in the process of asking the parliamentary question since it is basically regarded as one of the regulatory mechanisms which lie in the hands of the lagislature inorder to exert influence on the executive branch to force it to fix shortcomings and flaws in any aspect related to governemets sectors. The present study focuses on the parliamentary question from a theoretcal frameworke which identifies the concept of the parliamentary question-its functions end division for which it stands, and a practical side which highlights the grounds, and rules, that should be adhered to when directing the parliamentary question, or from the member of the parliament, the inquirer,or from the member of the Government, the respondent. At last, the study concludes by determining the effects and consequences using the aforementioned Control method.

La présente étude se propose d’analyser l’aspect théorique et pratique des questions parlementaires en droit constitutionnel algérien, et traitera des procédures d’information dont dispose le parlement pour contrôler le gouvernement. Les questions parlementaires sont considérées comme un moyen d'enquête et de contrôle des plus importantes qu’exerce Le Parlement sur les actions du gouvernement. Elles lui donnent la possibilité d’obtenir des éclaircissements sur des points particuliers ou de préciser un aspect de la politique du gouvernement ou d’attirer son attention sur les empiétements et les violations qui se sont produits et l’obligent à agir. Les questions contribuent, en général, au bon fonctionnement du gouvernement.
