Despite the growing role of public economic policy and the growing importance in the social and economic life and political communities, the role of the future seems more important in the phase experienced by states and governments. Especially that of the twenty-first century is characterized by the specificity of the prompt start, and competing economic variables environmental, political, philosophical and scientific, which impose hegemony on economic trends, which in turn reflected include structural changes in the reality of regular political communities. Within this framework, it becomes the evaluation process of the impact of this policy level represents a significant when analysis by interested parties and researchers in the field of economic policy public, where is concentrated the starting point in any attempt to evaluate through questioning whether the policy focus of the study useful and works raised or not, and such the main question often pays to address important topics related to the evaluation process of the impact of economic policies, such as effectiveness, efficiency, equity, justice in the distribution of wealth, which can be achieved by any policy. This has created interest and debate what was called at the moment the modern perspective of the state in the process of implementing and evaluating the impact of or the results of these public economic policies.
بالرغم من تنامي دور السياسة الاقتصادية العمومية وتعاظم أهميتها في الحياة الاجتماعية والاقتصادية والسياسية للمجتمعات، فإن دورها المستقبلي يبدو أكثر أهمية في المرحلة التي تعيشها الدول والحكومات. خاصة وأن القرن الحادي والعشرون يتسم بخصوصية الانطلاقة السريعة، وتلاحم المتغيرات الاقتصادية البيئية والسياسية والفلسفية والعلمية، التي تفرض سطوتها على التوجهات الاقتصادية التي بدورها تشمل منعكساً للتغيرات الهيكلية في واقع المنتظم السياسي للمجتمعات. وضمن هذا الإطار، تصبح عملية التقويم لأثر هذه السياسة يمثل مستوى هاماً عند التحليل من قبل المهتمين والباحثين في حقل السياسات الاقتصادية، حيث تتركز نقطة الانطلاق ضمن أية محاولة للتقويم من خلال التساؤل فيما إذا كانت السياسة محط الدراسة أو التقويم مفيدة وتعمل أثارها أم لا، ومثل هذا التساؤل الرئيسي في الغالب يدفع إلى تناول موضوعات ذات علاقة هامة بعملية التقويم لأثر السياسات الاقتصادية مثل الفاعلية، الكفاءة، المساواة، العدالة في توزيع الثروة، والتي يمكن أن تحققها أية سياسة.
