المستخلص: The main deliverable of this paper are to identify the strengths and weakness points of leadership, which help in creating the organizational culture that is required for implementation of TQM. The aim is to develop a model to evaluate the performance of Leadership and to identify the organizational culture that currently exists within developing countries (Libyan healthcare organisations as a case study). In this paper seven leadership factors have been selected from vast literature reviewed. These factors are: - Vision, Mission, Strategy, Communication, and Empowerment, Trust and Team development. These factors were used for developing a selfexplanatory survey questionnaire to collect data from managers and employees at different management levels. Statistical analyses were performed using a statistical package for social sciences (SPSS). The results indicated that the leadership is positive in some factors, such as the mission and communication. However, it is passive from other aspects that need treatment to apply the total quality management. The X theory concepts are still acceptable from the leaders of Libyan healthcare organisations. The leaders fear of taking the responsibility of making changes to create a quality culture, they seems to be absolutely centralised, and still needs to understand the importance of the participation.
