المستخلص: Within the framework of a local strategy for the restoration of sports facilities by the state of Constantine to promote the development of sports. The process of retrofitting and maintenance of the sports boat Martyr Hamlawi has been arranged to determine the case of the sports boat Martyr Hamlawi and to know on the other hand the needs of the boat technically and security of sports equipment. We used the field investigation based on the information recorded in the report of the Committee on the preparation and also used the visual observation accompanied by the official technical unit of the boat as well as the engineer. The restoration of the sports boat Martyr Hamlawi has an effect on the practice of sport in general and football in particular, it also allows the city of Constantine to organize sports competitions of the highest level, in addition the promotion of sports, especially football.

في إطار استراتيجية محلية قصد ترميم المرافق الرياضية من طرف ولاية قسنطينة لدفع تنمية وتطوير الرياضية تم تسطير عملية إعادة التهيئة وصيانة مركب الرياضي الشهيد حملاوي تحديد من جهة حالة المركب الرياضي الشهيد حملاوي والتعرف من جهة أخرى احتياجات المركب من الناحية التقنية والأمنية للعتاد الرياضي قمنا باستعمال التحقيق الميداني معتمدين على المعلومات المدونة في تقرير اللجنة المختصة بالتهيئة كذلك استعملنا الملاحظة النظرية برفقة مسؤول الوحدة التقنية للمركب وكذلك المهندس أن عملية ترميم المركب الرياضي الشهيد حملاوي لها بعد في دفع ممارسة الرياضة بصفة عامة وكرة القدم بصفة خاصة وكذلك تسمح لمدينة قسنطينة بتنظيم منافسات رياضية من المستوى العالي وكذلك ترقية الرياضة وخاصة كرة القدم.

Dans le cadre d'une stratégie locale de mise à niveau de toutes les infrastructures sportives de la wilaya de Constantine, une nouvelle approche aura pour but de redynamiser la pratique sportive et à promouvoir le sport dans cette wilaya.
Définir d’une part la situation actuelle des infrastructures de l’office de parc omnisports de la Wilaya de Constantine, d’autre part identifier les besoins en terme qualitatif, technique et sécuritaire des équipements.
Nous avons utilisé la méthode d’enquête qui était basée sur la récolte d’information, l’observation, et le diagnostic visuel de l’état du stade de football a été réaliser avec le chef de division technique, et l’architecte en particulier.
Cette opération de renforcement et de réhabilitation a fait l'impact sur la dynamisation des activités sportives.
ce complexe sportif permettra à Constantine de postuler à l'accueil des manifestations sportives de haut niveau; ainsi la promotion du sport d'élite notamment le football.
