|f The strategic objective of electronic archiving is to achieve a paperless environment and electronic governance without mobility, queues, and paperless documents. The paper shows the emergence and evolution of electronic documents and its concept, and then the advantages and benefits of electronic archiving. It then reviews the real problems or obstacles that hinder the process of converting the Libyan manual archive into an electronic archive, and the solutions provided by modern technology to these challenges and difficulties, through a realistic experience supervised and experienced by the researcher closely in Libya. This paper - while reviewing the obstacles - seeks to develop a technical concept or let's say a plan, mechanisms, and specifications aimed at achieving several things including the preparation of a computer project to save these documents electronically and purify the condition of public documents that have long been piled up by many government sectors and end their indiscriminate preservation. It also aims to develop a concept to preserve the important public documents of Libya's administrative history and others through the establishment of the (Libyan National Archives Foundation) and proposes the practical stages of implementation of all this. The paper also presents the steps for the completion of the central electronic archive in Libya. The paper concludes with a number of recommendations, the most important of which is that the Libyan National Archives, which we seek to archive electronically, should be a higher public institution with an administrative character, having the civil characteristics and financial independence and under the supervision of the President of the State or the Head of Government, as is the case in most countries of the world. |a حيث أن الهدف الاستراتيجي للأرشفة الإلكترونية هو: بلوغ بيئة بلا ورق .. وحكومة إلكترونية بلا تنقل ولا طوابير ولا وثائق ورقية، فإن الورقة تبين نشأة وتطور الوثائق الإلكترونية، ومفهومها، ثم مميزات وفوائد الأرشفة الإلكترونية. \\ ثم تستعرض المشاكل الواقعية أو المعوقات التي تقف أمام عملية تحويل الأرشيف اليدوي الليبي إلى أرشيف الكترونى .. والحلول التي تقدمها التقنية الحديثة لهذه التحديات والمصاعب، وذلك من خلال تجربة واقعية أشرف عليها وعايشها الباحث عن كثب في ليبيا. \\ ترنو هذه الورقة -وهي تستعرض المعوقات -إلى وضع تصور فني تقني أو فلنقل خطة وآليات ومواصفات تهدف إلى تحقيق عدة أمور من بينها؛ إعداد مشروع حاسوبي لحفظ هذه الوثائق الكترونيا.. وتنقية وضع الوثائق العامة التي تكدست منذ أمد طويل لدى العديد من القطاعات الحكومية ووضع حد للحفظ العشوائي لها.. \\ كما تهدف إلى وضع تصور للحفاظ على الوثائق العامة المهمة لتاريخ ليبيا الإداري وغيره .. من خلال إنشاء (مؤسسة الأرشيف الوطني الليبي)، وتقترح مراحل التنفيذ العملية لكل ذلك، كما تقدم الورقة خطوات إنجاز الأرشيف المركزي الإلكتروني في ليبيا. \\ وتنتهى الورقة إلى جملة من التوصيات من أهمها أن الأرشيف الوطني الليبي -الذى نسعى لأرشفته الكترونيا -يجب أن يكون مؤسسة عامة عليا ذات صبغة إدارية، تتمتع بالشخصية المدنية والاستقلال المالي وتخضع لإشراف رئيس الدولة.. أو رئيس الحكومة كما هو الحال في أغلب دول العالم، وتقدم الورقة مشروع قانون لهذه المؤسسة يوضح مهامها وآليات عملها.
