المستخلص: Information technology has developed significantly and rapidly since the first use of the computer in the institutions (beginning in the fifties). This development has had a significant impact on the status and performance of Computer scientists (Informaticiens), which began with a high and distinctive status, and then it has been decreasing with each of the stations of the great progress of information technology. This is because these stations were to come up with solutions, methods, and practices to facilitate using information technology on the one hand, and reduce the price of devices and increase the strength of the account, storage, and restoring data on the other hand. Thus works on their spread between specialists and the public. This impact on informatics in all parts of the world will increase its impact in developing countries and in Algeria in particular, which suffers from structural imbalances at the level of the economy and lack of control over modern methods of management. From here, we try to highlight the impact of the rapid development of information technology on the status and performance of Algerian computer scientist in economic institutions through a field study that covered 24 economic institutions in the state of Constantine and included 86 computer scientists, using interview and questionnaire as tools for analysis. In the end, we have reached the conclusion that the Informaticien suffers somewhat from negligence and isolation in his position. Whether he is working or not, he will find no one to encourage or blame him. This situation does not satisfy the computer scientist who wants to have a more effective role in the institution, especially since he feels that he has the potential to do so.

Depuis la première utilisation de l’ordinateur dans les entreprises (les années 1950), nous n’avons pas cessé d’enregistrer des évolutions rapides et spectaculaires. Ces évolutions ont eu un impact significatif sur la position et la performance des Informaticiens. Ces derniers, qui occupaient de prestigieuses positions, se sont vu arracher des plumes à chaque évolution ou révolution dans le domaine pour devenir avec le temps de simples techniciens. Ceci est dû aux nouvelles solutions technologiques, méthodes et les meilleurs pratiques apportées par ces évolutions pour faciliter l’utilisation des technologies de l’information d’une part, et d’autre part, à l’effondrement des prix du matériel informatique et à l’augmentation de la puissance de calcul, et de stockage ce qui a généralisé sa diffusion parmi les spécialistes et le grand public.

تطورت تكنولوجيا المعلومات بشكل كبير وسريع منذ أول استعمال للحاسب الإلكتروني في المؤسسات (بداية من الخمسينيات). وكان لهذا التطور تأثير كبير على مكانة وأداء المعلوماتيين (Informaticiens) التي بدأت بمكانة عالية ومتميزة ما فتئت تنخفض مع كل محطة من محطات التقدم الكبير لتكنولوجيا المعلومات. وذلك لأن هذه المحطات كانت تأتي بحلول وطرق وممارسات لتسهيل استعمال تكنولوجيا المعلومات من جهة، ومن جهة أخري، تخفض سعر الأجهزة وتزيد من قوة الحساب والتخزين والاسترجاع وبذلك تعمل على نشرها بين الأخصائيين وعامة الناس. هذا التأثير الذي أصاب المعلوماتيين في كامل بقاع العالم سوف يزيد وقعه في الدول النامية وفي الجزائر بالخصوص التي تعاني اختلالات هيكلية على مستوي الاقتصاد وعدم التحكم في طرق التسيير الحديثة. من هنا نحاول إبراز أثر التطور السريع لتكنولوجيا المعلومات على مكانة وأداء المعلوماتي الجزائري في المؤسسات الاقتصادية وذلك من خلال الدراسة الميدانية التي مست 24 مؤسسة اقتصادية بولاية قسنطينة وشملت 86 معلوماتي مستعلمين المقابلة والاستبيان كأدوات للتحليل. وصلنا في الأخير إلى أن المعلوماتي يعاني نوعا ما الإهمال والعزلة في منصبة فهو سواء عمل أو لم يعمل لن يجد من يشجعه أو يلومه وهذا الوضع لا يرضي المعلوماتي الذي يرغب في أن يكون له دور أكثر فعالية في المؤسسة خاصة وأنه يشعر بأن له من الإمكانيات ما يؤهله للقيام بذلك.
