المستخلص: تم التطرق في هذه الدراسة إلي مدي مساهمة التوزيع القطاعي للمخصصات المالية لبرنامج الإنعاش الاقتصادي بولاية أدرار في تجسيد التنمية المحلية خلال الفترة (2016-2001).
خلصت الدراسة إلى أن برامج الإنعاش الاقتصادي كان لها دور فعال في تجسيد التنمية المحلية بالولاية، وذلك بالنظر إلى الإنجازات الإيجابية المحققة في العديد من القطاعات التنموية، وتبقي مساهمة هذه البرامج محدودة في قطاع الفلاحة رقم الإمكانات الطبيعية التي تتوفر عليها الولاية في هذا القطاع، وبالتزامن وانخفاض أسعار المحروقات فقد تم تسجيل انخفاض في المخصصات المالية التي استقادت منها الولاية.
أوصت الدراسة بضرورة الرفغ من المخصصات المالية خاصة الموجهة للبرنامج البلدي للتنمية باعتبار أن البلدية على إطلاع أكبر لاحتياجات التنمية المحلية، والاهتمام أكثر بقطاع الفلاحة والصناعة لما لهما من دور في تمويل التنمية المحلية.

Cette étude se rapporte à la contribution de la politique de relance économique sur le développement locale de la wilaya d’Adrar, durant la période 2001-2016.
Ses principales conclusions ont mis en exergue le rôle déterminant du politique de relance économique dans la concrétisation des objectifs de développement intersectoriels, et ce, en dépit du peu d’intérêt accordé au secteur de l’agriculture (qui recèle de grandes potentialités) et des restrictions budgétaires résultant de la chute des cours du pétrole.
Les recommandations de l’étude s’articulent autour de la nécessité de revoir à la hausse les enveloppes financières allouées au profit des programmes communaux de développement, et sur les efforts supplémentaires à entreprendre au profit des secteurs de l’agriculture et de l’industrie.

In this study we have discussed, the contribution of the sectoral distribution of financial allocations to the economic recovery program in the state of Adrar contributed to the realization of local development during the period (2001-2016).
The study concluded that economic recovery programs had an active role in the local development of the state given the positive achievements achieved in many development sectors, the contribution of these programs remains limited in the agricultural sector, which is the natural potential of the state in this sector, in conjunction with the drop in fuel prices, there has been a decline in the financial allocations from which the mandate has been derived by the state.
The study recommended the need to increase the financial allocations especially for the municipal development program, as the municipality is more aware of the needs of local development, and more aware of the agriculture sector and industry because of their role in financing local development.
