منذ أربع سنوات والعالم العربي يمر بأزمه متعددة الجوانب. وهذه الأزمة تشير جوهرها إلى عدم أداء وظيفي يمس مؤسسة المؤسسات، وهي الدولة. إن هذا يحيل إلى مسألة الدولة الوطنية التي عرفها العالم العربي، هوية ومبادئ، من حيث إنها النموذج التنظيمي الحديث الذي ينغلق على تنوع اجتماعي واثني ومذهبي. وهو ما يعني ضرورة توفر شروط بنيوية أساسية في بناء مركز سياسي سمته التوافق والديمقراطية. وفى تناولنا لحالة الجزائر سنسعى إلى تبيان الأساس الذي قامت عليه الدولة الجزائرية، وإلى تناول التحديات التي تواجهها بتبني إصلاح متعدد المستويات. Four years ago, the Arab world is going through a multifaceted crisis. This crisis was, essentially, a sign of lack of functional performance that characterizes the founder of institutions, which is the State. For this reason, we always refer to the issue of the national State known in the Arab world, including identity and constructions, as an organizational model containing a social, ethnic and sectarian diversity. This imposes structural conditions essential in building a political center, characterized by compatibility and democracy. In Dealing with Algeria as a case, we will seek to demonstrate the foundation of the Algerian State. Depuis quatre ans, le monde arabe traverse une crise multiforme, elle est essentiellement un signe de manque de performance fonctionnelle qui caractérise le fondateur des institutions, à savoir l’Etat. Cela nous mène à cerner la problématique de l’Etat national avec ses références identitaires et constructives en tant que modèle d’organisation qui se manifeste à travers sa diversité sociale, ethnique et doctrinale. Ses variétés analytiques sont les conditions structurelles et fondamentales pour l’édifice d’un centre politique avec comme norme l’entente et la démocratie. En prenant le cas de l’Algérie, nous allons essayer d’analyser les fondements de l’Etat algérien, et les défis que devra affronter en l’adoptant une réforme à plusieurs niveaux. |
