هدفت الدراسة تحسين الأداء في القطاعات الحكومية من خلال استخدام أداة استراتيجية تتمثل في بطاقة الاداء المتوازن بالتطبيق علي جامعة القادسية العراقية كأحد الوحدات التعليمية الحكومية، وانطلقت الدراسة من فرضيات اساسية تتبني بطاقة الأداء المتوازن كأداة من خلال جوانبها ومؤشراتها لتحسين الأداء في الوحدات الحكومية العراقية. وانتهجت الدراسة منهجأ تحليليا يقوم علي المنهج الاستقرائي والايجابي في تحقيق فرضيات، الدراسة من خلال دراسة تطبيقية علي احد القطاعات الحكومية التعليمية بالعراق٠ وتوصلت الدراسة الي مجموعة من النتائج والتوصيات اهمها ان بطاقة؛ قياس الأداء المتوازن تعمل علي تحسين الإداء في الوحدات الحكومية بالتطبيق علي جامعة القادسية بالعراق، وأنه لا توجد فروق معنوية.
This study aimed to achieve an increase in the effectiveness of planning, control and improve performance in government sectors through the use of a strategy of balanced performance by implementing it on the University of Qadisiyah as the Iraqi government educational units card tool, and began the study of the basic assumptions Adopts the Balanced Scorecard as a tool through its aspects and indicators to achieve more effective planning, monitoring and improving the performance of the Iraqi government units, and pursued the study approach analytic is based on inductive and positive in achieving hypotheses through applied to a learning government in Iraq sectors study. And it is divided into three chapters of the theory of the separation of practical adoption of the research regarding the effectiveness of the planning, control and improve performance in the current situation, and the need for a Balanced Scorecard to increase this efficiency, the study found a set of findings and recommendations notably that the balanced scorecard is working to achieve efficient planning, control and improve performance in government units implementing it on the University of Qadisiyah, Iraq And that there are no significant differences between the fundamental aspects and measures of the Balanced Scorecard and achieve efficient planning, control and improve performance in government units implementing it on the University of Qadisiyah, Iraq.
