ما من أمانة في عنق العالم تفوق في قدسيتها الأطفال. وما من واجب يعلو في أهميته فوق احترام الجميع لحقوق الأطفال، لأن حمايتهم واحترام حقوقهم حماية لمستقبل البشرية بأسرها. وعلى الرغم من أن المجتمع الدولي لم يغفل الاهتمام بالأطفال وبحاجتهم للحماية والرعاية، إلا أننا ما نشاهده في أنحاء عديدة من العالم من انتهاكات لحقوق الأطفال شيء يدعو إلى الحزن العميق. بيد أن أكتر هذه الانتهاكات وأشدها خطرا على الإطلاق هي التي تحدث للأطفال من جراء اندلاع الحروب والنزاعات. والتي تخلف وراءها أعدادا كبيرة من الضحايا يكون معظمهم من الأطفال. لذلك دعت الحاجة إلى وجود هيئات دولية تنظم قانون لحماية الأطفال حماية شاملة وكاملة. خاصة أثناء النزاعات المسلحة، لذلك حاولنا في هذه الدراسة تسليط الضوء على: -آليات حماية الأطفال في القانون الدولي الانساني، وتحديدا التطرق إلى دور كل من صندوق الأمم المتحدة اليونسيف واللجنة الدولية لصليب الأحمر في توفير حماية كاملة وشاملة للأطفال أثناء النزاعات المسلحة. Il n’ya a aucune responsabilité au monde qui est supérieure à celle que nous avions envers nos enfants, et aucune cause pourra transcender par la respect universel de leurs droit, car la protection et le respect de l’enfance et ses droits est une réserve du genre humain entier, uneassurance de notre avenir. Même si la communauté internationale n'a pas négligé la cause des enfants et leur besoin de protection et de soins, mais on pourra constater que dans de nombreuses régions du monde, nous voyons avec regrets des violations flagrantes de leurs droits. Cependant, les cas les plus sérieux et les plus graves de ces violations que subissent les enfants c’est en raison de la guerre et des conflits militaires, ce qui laisse un grand nombre de victimes, dont la plupart sont des enfants. Par conséquent, il fallait que les organismes internationaux mennentune action pour des législations pour la protection globale et complète du droit de l'enfance, en particulier lors des conflits armés. Dans cette étude, nous avons tenté de souligner: - Les mécanismes de protection de l'enfance dans les institutions du Droit international humanitaire (DIH), en analysant spécifiquement le rôle de l'UNICEF et du CICR concernant ce qu’ils proposent dans la matière de la protection globale et complète des enfants pendant les conflits armés. There is no trust in the world that surpasses the holiness of children. The rights of children occupies an importance position in all fields because their protection and respect for their rights protect the future of all humanity. Although the international community has not neglected the attention to children and their need for protection and care, the violations of the children's rights in many parts of the world are deeply regrettable. However, the greatest and the most serious violations are those caused to children by wars outbreak and conflicts leaving behind large numbers of the victims most of them are children. Therefore, there was a need for international bodies to regulate a law to protect children comprehensively and fully especially during the armed conflicts, so we tried in this study to highlight: - Children protection mechanism in international humanitarian law, specially addressing the role of UNICEF and the International Committee of the Red Cross in providing full and comprehensive protection for children during armed conflicts.
