المستخلص: L'amendement constitutionnel nécessité juridique et politique dans tous les systèmes, y compris le régime algérien qu'il touche la Constitution mais seulement pour servir les principes et les fondements de la société, car elle est la loi fondamentale et suprême dans l'état mais les mouvements constitutionnels Btaatbana en Algérie, nous constatons que chaque amendement seulement venu pour surmonter la crise, ce question soulève le problème suivant: Quelles sont les motivations et les objectifs de l'amendement constitutionnel et la façon dont il a été pris en compte dans l'Algérie depuis l'indépendance et à ce jour? Ce problème a entraîné l'existence des motifs et des objectifs dans tous les domaines derrière chaque amendement constitutionnel, et voilà ce que Snodha mettant l'accent sur la nécessité de modifier la Constitution à travers un stand sur ces objectifs, qui est censé être la base pour la réforme du système et le tigre à la réalité en Algérie jusqu'à la délivrance de l'avant projet de révision de la Constitution de l'année entre 2015 amendement à surmonter la crise et l'ajustement vers la stabilité et de la stabilité.

إن التعديل الدستوري ضرورة قانونية وسياسية في كل الأنظمة بما فيها النظام الجزائري فهو يمس الدستور ولكن فقط بما يخدم المبادئ والأسس التي يقوم عليها المجتمع لأنه القانون الأساسي والأسمى في الدولة ولكن بتتبعنا للحركات الدستورية في الجزائر نجد بأن كل تعديل إلا وجاء لتجاوز أزمة، فهذه المسألة تثير الإشكالية التالية: ما هي دوافع وأهداف التعديل الدستوري وكيف تم تجسيدها في الجزائر منذ الاستقلال وإلى يومنا هذا؟ هذه الإشكالية أسفرت عن وجود دوافع وأهداف وفي كل المجالات وراء كل تعديل دستوري، وهذا ما سنوضحه بالتركيز على ضرورة تعديل الدستور من خلال الوقوف على هذه الأهداف التي يفترض أن تكون أساس لإصلاح النظام ثم نمر إلى واقعها في الجزائر إلى غاية صدور المشروع التمهيدي لمراجعة الدستور لسنة 2015 بين تعديل لتجاوز الأزمات وبين تعديل نحو الثبات والاستقرار.

The constitutional amendment is a legal and political necessity in all systems, including the Algerian one, as it affects the constitution, but only in what serves the principles and foundations upon which society is based because it is the fundamental and supreme law of the state. But by following the constitutional movements in Algeria, we find that every amendment only came to overcome a crisis. This issue raises the following problem: What are the motives and objectives of the constitutional amendment, and how has it been embodied in Algeria since independence to the present day? This problem resulted in motives and goals in all areas behind each constitutional amendment. We will clarify this by focusing on the necessity of amending the constitution by determining these goals, which are supposed to be the basis for reforming the system. Then we will pass to its reality in Algeria until the issuance of the preliminary draft to review the constitution of the year 2015 between an amendment to overcome crises and an amendment towards consistency and stability.
