المستخلص: تهتم هذه الدراسة بالبحث في أهم سمات النخبة التشريعية اليمنية والتي يعتقد الباحث أن لها تأثير قوي وفعال على أداء أعضاء هذه النخبة، حيث تعكس هذه السمات قدرات وإمكانات وتوجهات أعضاء البرلمان ودورهم في صنع السياسات العامة وفي توجهات النظام السياسي بشكل عام من خلال أداؤهم الوظيفي المتمثل في التشريع والرقابة، كون هذه السمات تمثل مرآة عاكسة للبيئة السياسية التي أفرزت هذه النخبة وللفئات الاجتماعية التي تمثلها،
وللوقوف على تأثير بعض هذه السمات تتطرق الدراسة أيضا إلى البحث في أداء النخبة داخل البرلمان من خلال نشاطهم المتمثل في المناقشات والمداخلات ومسائلة واستجواب الحكومة من واقع محاضر الجلسات (المضابط) وكذا نظرة الأعضاء لمدى رضاهم لأداء دورهم التشريعي والرقابي في البرلمان وعلاقتهم بالحكومة ومدى التزامها بتنفيذ توصيات المجلس من خلال استبيان تم توزيعه عليهم، كما تبحث الدراسة في الخلفية السياسية كمتغير مستقل والخلفيات التعليمية والمهنية والنوعية كمتغيرات تابعة تتأثر بتوجهات الأحزاب ونظرتها في تشكيل النخبة البرلمانية.

This study examines the most important features of the Yemeni legislative elite, which the researcher believes have a strong and effective impact on the performance of the members of this elite. These features reflect the capabilities, abilities and orientations of the members of parliament and their role in making public policies and In the direction of the political system in general, through their performance of legislation and oversight, these features represent a reflection of the political environment that has created this elite and of the social groups it represents; In order to find out the impact of some of these features, the study also examines the performance of the elite within the parliament through their activity, which is represented in debates, interventions, and questioning the government in the minutes of the sessions, as well as the view of the members of their satisfaction with undertaking their legislative and oversight role in parliament and their relationship with the government and the extent of its commitment to implementing the recommendations of the Council through a questionnaire distributed to them. The study also examines the political background as an independent variable and educational, professional and qualitative backgrounds as dependent variables influenced by the attitudes of the parties and their views on the formation of the parliamentary elite.
