|b This study aimed at identifying the effects of privatizing the electricity sector in Tulkarm city. The analytical descriptive method was used, and the data were collected using a questionnaire. The population of the study covered eight sectors, and 350 questionnaires were used for the sake of investigating this issue. The SPSS was employed in processing the data and testing the hypotheses. The findings were as the following: privatizing the electricity in Tulkarm will improve the monthly collection of money and it will also result in a more efficient system in this field. The researcher recommended that privatizing this sector should be conditioned and well-studied so that it will not raise the burden on consumers. Furthermore, the researchers recommended that there should be a real partnership between the Municipality of Tulkarm and the private sector, which guarantees task distribution to boost efficiency and performance.

|a هدفت هذه الدراسة إلى التعرف إلى الآثار المترتبة على خصخصة الكهرباء في مدينة طولكرم، وتم استخدام المنهج الوصفي التحليلي في إجراءات الدراسة، إذ تم جمع المعلومات من خلال استبانة أعدت خصيصا لهذا الغرض، وتم توزيعها على عينة الدراسة، واستلام (350) استبانة صالحة لإجراءات الدراسة من مختلف القطاعات التي يبلغ عددها (8) قطاعات، ومن أجل معالجة البيانات، فقد استخدم برنامج الحزم الإحصائية للعلوم الاجتماعية (SPSS) في تحليل البيانات واختبار الفرضيات، ومن أهم النتائج التي أظهرتها الدراسة هي أن خصخصة قطاع الكهرباء في مدينة طولكرم ستؤدي إلى تحسين الجباية الشهرية، وستؤدي إلى وجود نظام للمراقبة بشكل أفضل، كما أنها تزيد من فعالية الرقابة على إدارة قطاع الكهرباء. ومن التوصيات التي توصلت إليها هي ضرورة أن تكون الخصخصة مشروطة ومدروسة بشكل لا يؤثر في زيادة العبء المادي على المستهلك، وأن تكون هناك شراكة حقيقية بين بلدية طولكرم والقطاع الخاص، وتقسيم المهام بما يفيد الأداء والكفاءة في العمل.
