المستخلص: Domestic finance is one of the necessary and essential necessities for development. The latter requires the mobilization of the maximum amount of available financial resources that can be made available from various sources to finance local development in a manner that achieves the highest levels of local development over time. The independence of local development from the central government is greater in achieving the desired development. This is in fact what is achieved by charitable work and the Takaful (cooperative insurance) sector in general and the waqf (endowment) and zakat (obligatory charity) in particular. The Takaful (cooperative insurance) sector allows the benefit of human resources and opportunities for all members of society to contribute to Comprehensive social and economic construction in order to achieve stability and progress and contribute to local development financing.
In particular, the Awqaf (endowments) outweigh other sources of finance as it represents a regular resource that meets the needs of sustainable social and economic development to a large extent and achieves public benefit through the promotion of local development.

يعتبر التمويل المحلي من الضروريات اللازمة والأساسية لقيام التنمية، حيث تتطلب هذه الأخيرة تعبئة أكبر قدر ممكن من الموارد المالية المتاحة والتي يمكن توفيرها من مصادر مختلفة لتمويل التنمية المحلية بالصورة التي تحقق أكبر معدلات لتلك التنمية عبر الزمن، وتعظم استقلالية التنمية المحلية عن الحكومة المركزية في تحقيق التنمية المنشودة، وهذا في الواقع ما يحققه العمل الخيري والقطاع التكافلي بصفة عامة والوقف والزكاة بوجه خاص، إذ يتيح القطاع التكافلي الاستفادة من الموارد البشرية وإتاحة الفرص لكافة أفراد المجتمع للمساهمة في البناء الاجتماعي والاقتصادي الشامل من أجل تحقيق الاستقرار والتقدم والإسهام في تمويل التنمية المحلية.
وخاصة وأن الأوقاف تتفوق على موارد التمويل الأخرى بأنها تمثل موردا منتظما يفي باحتياجات التنمية الاجتماعية و الاقتصادية المستدامة بدرجة كبيرة ويحقق النفع العام من خلال النهوض بالتنمية المحلية
