|a حدد الله جل وعلا مستحقي الزكاة، وبين مصارفها في كتابه، كما تطرقت السنة إلى ذلك بشيء من التفصيل؛ لكن معرفة حال المستحقين وضوابط استحقاقهم، تحتاج إلى نظر وتمحيص؛ لأن ذلك يتغير من شخص لآخر، ومن بيئة لأخرى، ومن زمن لزمن. وتتمثل مشكلة البحث في الكشف عن ضابط حد الكفاية في استحقاق الزكاة، وعن مدى تغيره بتغير الأزمنة والأمكنة والأحوال. وقد اختار الباحث المنهج الوصفي التحليلي، لتحقيق أهداف البحث، ومن أهمها جرد الأقوال حول حد الكفاية لترجيح ضابط تحديده. وتتجلى أهم نتائج البحث في أن كل من تحقق فيه وصف الاحتياج والفاقة، بميزان عرفه وبيئته؛ فإننا نحكم له بأنه لم يبلغ حد الكفاية، ويجوز له حينئذ الاستفادة من الزكاة، ويقترح الباحث لأجل ذلك تخصيص لجان فرعية في الجهات الرسمية والجمعيات المدنية، تعنى بالتثبت والاستيثاق حول تخلف حد الكفاية الذي يخول استحقاق الزكاة.
|b Allah, may He be glorified and exalted, has identified the eligible recipients of zakat, and has clarified the channels of spending zakat in the Holy Quran. Sunnah has also tackled these topics in some details. However, knowing the circumstances of the eligible recipients and their eligibility criteria requires consideration and scrutiny, because they vary from one person to another, from one environment to another and from time to time. The research problem is to find out the criterion of the adequacy limit for zakat eligibility, and the extent to which it varies according to the change of times, places and circumstances. The researcher has chosen the analytical descriptive approach to achieve the research objectives, most important of which is to collect what has been said about adequacy limit in order to preponderate its determination criterion. The most important result of the research is that anyone who fulfills the description of need and utter poverty as measured by his conventions and environment has not reached the limit of adequacy, and therefore is eligible to benefit from zakat. For this purpose, the researcher suggests to allocate subcommittees in the official bodies and civil associations aimed at verifying and authenticating the inability to reach the limit of adequacy for zakat eligibility
