|f This article identifies the fundamental shortcomings of traditional methodologies for accountability and explores some of the reasons why it continues to apply a method that has proved inaccurate and distorted its vision of actual performance. It hinders the improvement of performance rather than facilitating it, and contributes to delegating confidence in the Government rather than strengthening it.
