المستخلص: The issue of elites is one of the most complicated matters in the political and social studies. Perhaps this complexity comes from the role played by the elites in their societies. Generally, these characters are not limited to the political or economic elites. What matters are religious and cultural elites that are playing an important part in these areas. It is considered that elites are those who occupy the most important positions and whose decisions have enormous consequences on the country in which they are located. Among the elites in East Africa, we find the tribal elite, due to the tribal system in the African countries, are playing a significant role in the public life in East African countries. The elites in East Africa do not play their roles as required and as they should do in their society. Despite their historical roots in East Africa, the roles of the religious and tribal elites are especially very limited in the process of change and influence in the public life in East Africa This study examined the concepts of the elite, and the classifications within the same one in East Africa. Additionally, it reviewed the role of the elites and their future roles in the process of the change in the Eastern Africa countries, besides the relationship between elites and governments.
