المستخلص: تحاول هذه الدراسة طرح رؤية حول تطوير السياسات الأمنية العربية سواء على مستوى الدول، أو على المستوى الإقليمي من خلال تضمين مداخل الأمن الإنساني والأمن التعاوني في السياسات الأمنية العربية، وذلك من خلال طرح تلك المفاهيم الجديدة للأمن، ومناقشة مدى صلاحيتها في مواجهة التهديدات الأمنية الراهنة في المنطقة العربية. وتنقسم الدراسة إلى ثلاثة محاور رئيسة، يقوم الباحث في المحور الأول منها بطرح ومناقشة مفاهيم الدراسة، وهي الأمن الإنساني، والأمن التعاوني، والسياسات الأمنية. ويتضمن المحور الثاني منها رصد أهم التهديدات الأمنية في المنطقة العربية، سواء فيما يتعلق بإضعاف الدول العربية، أو التهديدات الاقتصادية، وكذلك قضايا الأمن المجتمعي والصراعات والعنف، والأمن الغذائي، والأمن الشخصي أو الجنائي، وانعكاسات ذلك على أمن الدول العربية فرادى، وكذلك أمن المنطقة. ويتناول الباحث في المحور الثالث من الدراسة بعض ملامح السياسات الأمنية في المنطقة العربية ومحددات تلك السياسات، وتتضمن خاتمة الدراسة طرحاً لكيفية تضمين أبعاد الأمن الإنساني والأمن التعاوني في السياسات الأمنية العربية، وانعكاسات ذلك عل تحقيق الأمن والسلم والاستقرار سواء في داخل الدول أو في النظام الإقليمي العربي.

This study attempts to put forward a vision concerning the development of Arab security policies, both upon the state or regional level, through the inclusion of the human and cooperative security approaches within the Arab security policies. That is by presenting those new security concepts and discussing the extent of their viability in respect to confronting the current security threats within the Arab region.
The study is divided into three main axes. In the first axis, the researcher presents and discusses the concepts of the study, which are human security, cooperative security and the security policies. The second axis comprises a summary of the most significant security threats within the Arab region, whether in relation to the weakening of Arab states, or in relation to economic threats, in addition to the issues of societal security, conflicts, violence, food security, personal or criminal security, and the implications of that upon the security of the Arab states, individually in addition to the regional security as well. In respect to the third axis of the study, the researcher addresses some of the features of the security policies in the Arab region and the determinants of those policies.
The conclusion of the study includes a proposal related to the manner of including the dimensions of human security and cooperative security within the Arab security policies and the implications of that in relation to achieving security, peace and stability, whether internally within the states or within the regional Arab system.
