|b Democracy is a fundamental principle of the international organization are indivisible which is based on the expressed will of people expressed freely and are closely related to the rule of law and the exercise of human rights and fundamental freedoms and reflect the opening words of the UN Charter, "We the peoples" the basic principle of democracy, adding that the will of the people is the source the legitimacy of sovereign states. Recent years have seen and still, debate noisy and rich on the theme of "civil society" and its associated conditions and phenomena of human dimensions perhaps the most prominent phenomenon of democracy, even became a reference to the theme of civil society are needed and necessary at every opportunity pertaining to debate democracy problem. Even when elucidate the essence of phenomena (civil society and democracy) governing the peaceful management of conflict in society between rival groups or conflicting interests,, the conflict and the sound management of the competition is the essence of a particular normative function of civil society. As the institutions of civil society is one of the most important channels for public participation in the areas of promoting peaceful competition opportunities in an effort to realize its objectives and carry out its activities, community, civil society is the field for competition between large groups with different interests groups. And it works to coordinate between those interests, including power Vijlq complement the role of "political currents of democracy" in raising the level of political efficacy and skill among the citizens and enhance the importance of the rights and duties of citizenship in a democracy.
