قدمت هذه الدراسة موضوعا مهما على صعيد دور مؤسسات المجتمع المدني على المستوى الدولي، وهو العمل الخيري والدور الذي يلعبه في تشكيل العلاقات بين الدول. وانطلاقا من تطور أشكال العلاقات بين الدول، وخصوصا مع الثورة التقنية العالمية وما رافقها من عولمة للعلاقات الاقتصادية والسياسية والثقافية على الصعيد الكوني، وظهور فواعل جديدة إلى جانب الدولة تلعب أدوارا على صعيد العلاقات الدولية، وربما تفوق دور الدولة في كثير من الأحيان، فقد مثلت هذه الدراسة مدخلا جديدا للنظر إلى الدور الذي يلعبه العمل الخيري (كأحد مجالات القطاع الثالث) في العلاقات الدولية. إن الفكرة الأساسية التي قدمتها الدراسة دارت حول الحدود التي يصل إليها دور العمل الخيري في العلاقات بين الدول؛ انطلاقا من تطوره كظاهرة دولية، ومرورا بظروف انتشاره على الصعيد الدولي في الوقت الراهن، وانتهاء بدوره في إحلال الأمن والسلم الدوليين وتعزيزهما. كما عالجت الدراسة التحديات التي يواجهها العمل الخيري على الصعيد الدولي. والتي كان من أهمها: التأثر السلبي بالأزمات المالية العالمية، التي قلصت الموارد المالية للمؤسسات المختصة بالعمل الخيري، وتدويل ظاهرة الإرهاب، وما سببته من شكوك حول عمل هذا النوع من المؤسسات. وعالجت الدراسة مجالات العمل الخيري في العلاقات الدولية، كدوره في إبراز الدبلوماسية الشعبية، وحل النزاعات الدولية. وقد أكمل الإطار النظري للعمل الخيري على الصعيد الدولي بدراسة حالة لنموذج عملي تناول دور الهيئة الخيرية الأردنية الهاشمية في تقديم المساعدات والإغاثة للدول المنكوبة.
This study deals with an important topic, related to the role of civil society organizations on the international level. The topic is charity work and its role in forming international relations. Currently, we witness a change in the shape of relations between countries; especially with the international technological revolution and the globalization of economic, political and cultural relations that accompanied it. This study takes into account the emergence of new factors affecting the international relations, which may at times surpass the role of the state itself. Therefore, the study represents a new perspective to understand the role played by charity work (as a third sector field) in international relations. The main idea raised in the study centers around the effects of charity work on international relations, starting from its appearance as an international phenomenon, the conditions of its spread on the international level in the meantime, and its role in establishing and enhancing international peace and security. In addition, the study deals with the challenges faced by charity work on the international level. The most important of which are: being affected negatively by the international crises, which limited the financial resources of charity organizations, and the internationalization of terrorism and the suspicions it aroused in relation to these organizations. Furthermore, the study discusses the fields of charity work and its impact on international relations, such as its role in stressing diplomacy and resolving international disputes. The theoretical framework of the study is fulfilled by a case study of a practical model, which analyzes the role of Jordan Hashemite Charity Organization (JHCO) in providing assistance and relief to catastrophe-stricken countries.
