المستخلص: This study aims to identify die importance and the role of die application of die principles and foundations of total quality management in achieving competitive advantage for university libraries. a field study of a sample of Algerian university libraries and that is depending on the descriptive and the analytical approach to expose information and facts. To achieve this goal, we discussed the theoretical framework for this research by addressing the following approaches: the most important concepts and theoretical foundations concerning the management of the total quality management, competitive advantage and the importance of applying the principles of total quality management in achieving competitive advantage for university libraries. After that, we expose the attempt to discuss the possibility of die effect of commitment to die principles of total quality management in achieving competitive advantage for a group of Algerian university libraries, by selecting a sample composed of various Algerian university libraries. situated in some Algerian universities, such as (University of Batna, University of Setif. University of M'sila. University of Bordj Bou Arreridj) and this m the goal that our study will be more accurate and objective. Moreover, we focused on die managers and heads of departments and administrators university libraries as they are the responsible for the administration and management of these libraries, when we took a random and a suitable sample composed of 50 individuals. To achieve this purpose, we relied on the questionnaire as an essential tool then its distribution based on several ways, such as: the interview, die phone, and the distribution by the way of Internet. In order to be able to get meaningful and true results, we relied on die statistical method through a set of indicators as: the repetitions, the arithmetic middle, the deviation standard, die similarity coefficient, the test of die variance, correlation coefficient, the coefficient of determination and die regression coefficient. The study reached to achieve an important part of general hypothesis where it turns out that there is a wide reconnaissance for administrators university libraries in the field of the importance to adopt the principles of the total quality m order to achieve die competitive advantage m comparison with those of Arab and international universities libraries. A modal has been proposed according to this study, where the Arab Algerian university libraries can benefit from it in the future.

تهدف هذه الدراسة إلى تعرف أهمية ودور تطبيق مبادئ وأسس إدارة الجودة الشاملة في تحقيق الميزة التنافسية للمكتبات الجامعية، دراسة ميدانية لعينة من المكتبات الجامعية الجزائرية، بالاعتماد على المنهج الوصفي التحليلي في سرد المعلومات والحقائق، ولتحقيق هذا الهدف قمنا بمناقشة الإطار النظري لهذا البحث من خلال التطرق إلى المقاربات التالية: أهم المفاهيم والأسس النظرية التي تخص إدارة الجودة الشاملة، الميزة التنافسية، أهمية تطبيق مبادي إدارة الجودة الشاملة في تحقيق الميزة التنافسية للمكتبات الجامعية، لنعرج بعد ذلك على محاولة بحث إمكانية تأثير الالتزام بمبادئ إدارة الجودة الشاملة في تحقيق الميزة التنافسية لمجموعة من المكتبات الجامعية الجزائرية. من خلال اختيار مجتمع للدراسة يتشكل من مختلف المكتبات الجامعية الجزائرية، المتواجدة ببعض الجامعات الجزائرية، نذكر منها (جامعة باتنة، جامعة سطيف، جامعة المسيلة، جامعة برج بوعريريج)، حتى تكون دراستنا أكثر دقة وموضوعية. كما ركزنا على محافظي ورؤساء المصالح وإداريي المكتبات الجامعية باعتبارهم المسؤولين عن إدارة وتسيير هاته المكتبات، حيث تم أخذ عينة عشوائية ملائمة مؤلفة من 50 فرد. ولتحقيق هذا الغرض اعتمدنا على الاستبيان كأداة أساسية تم توزيعه بالاعتماد على عدة طرق، من بينها: المقابلة، والهاتف، والتوزيع عن طريق الانترنيت، وللتمكن من الحصول على نتائج ذات دلالة اعتمدنا الأسلوب الإحصائي من خلال جملة من المؤشرات على غرار: التكرارات، الوسط الحسابي، الانحراف المعياري، معامل التماثل، اختبار تحليل التباين، معامل الارتباط، معامل التحديد، معامل الانحدار. وقد توصلت الدراسة إلى تحقيق جزء مهم من الفرضية العامة، حيث اتضح أن هناك إدراك واسع من قبل إداريي المكتبات الجامعية الجزائرية فيما يخض أهمية تبني مبادئ إدارة الجودة الشاملة لتحقيق الميزة التنافسية بالمقارنة بمثيلاتها من المكتبات الجامعية العربية والعالمية، وقد تم اقتراح نموذج بناء على هذه الدراسة يمكن للمكتبات الجامعية الجزائرية العربية الاستفادة منه مستقبلا.
