المستخلص: هدف البحث إلى الكشف عن تصور مقترح لتطبيق نموذج المدارس المستقلة في إصلاح التعليم قبل الجامعي في مصر. واستخدم البحث المنهج المقارن لوصف الظاهرة التعليمية وتحليلها ثقافياً والتفسير المقارن لها وكذلك في استشراف مستقبلها. وأقتصر البحث على دول المقارنة ومحاور محددة توضح الجوانب التعليمية المختلفة للمدارس المستقلة. وتوصلت نتائج البحث إلى فعالية التصور المقترح لتطبيق المدراس المستقلة في التعليم قبل الجامعي المصري في ضوء خبرات دول المقارنة. وأوصى البحث بضرورة استحداث وحدات إدارية مختصة بتمويل المدارس المستقلة في مديريات التربية والتعليم. ويجب عمل تقرير تقييم الأداء لتوضيح مدى التقدم تجاه تحقيق الأهداف التعليمية المرغوبة ومدى فعالية المدرسة في إدارة عملياتها اليومية. كما يجب أن يضع فريق التقييم تقدير نهائي لمستوى أداء المدرسة. وضرورة منح المدرسة سلطات وصلاحيات واسعة لتبني ممارسات إدارية مرنة من شأنها النهوض بالعملية التعليمية. كُتب هذا المستخلص من قِبل دار المنظومة 2018



The aim of the research was to identify a proposed conception of applying the model of independent schools in the reform of pre-university education in Egypt. The research used the comparative approach to describe the educational phenomenon, analyze it culturally and clarify its comparative interpretation as well as prospecting its future. The research was limited to comparative countries and specific axes that illustrate the different educational aspects of Charter Schools. The results of the study highlighted the effectiveness of the proposed conception for the application of the Charter Schools in pre-university education in Egypt in the light of the experience of the comparative countries. The study recommended the need to develop administrative units that are specialized in financing Charter Schools in the directorates of education. It also suggested making performance evaluation report to detect the extent of progress towards achieving the desired educational goals and the effectiveness of the school in managing its daily processes. The evaluation team should also make a final assessment of the performance level of the school. There is a need to grant the school broad powers and authorities to adopt flexible administrative practices that promote educational process..This abstract translated by Dar AlMandumah Inc. 2018
