المستخلص: إن المعلم هو أبرز عناصر المنظومة التعليمية وهو الذي يعلم النشء ويكونهم باعتبارهم الثروة البشرية المستقبلية للأمة، وهذا يتطلب رفع مستوى أداء المعلم وزيادة فاعليته في أداء مهامه من خلال أعداد معايير لممارساته في مجالات القيادة الإدارية والتخطيط والتدريس والتعلم وإدارة الصف والتقويم وغيرها والجودة الشاملة تجسد الأسلوب الأمثل لدافع عملية التربية والتعليم وكانت عينة البحث مقتصرة على معلمات رياض الأطفال إذ بلغت العينة الاستطلاعية (100) معلمة، موزعين على مديريات تربية بغداد (الرصافة الأولى والثانية والثالثة) وجهة الباحثة استبانة مفتوحة لهن حول الجودة الشاملة ولاحظتا الباحثتان نتائج الاستبانة المفتوحة من خلال قراءاتها إلى أدبيات الجودة الشاملة بصورة عامة والدراسات العراقية والعربية بصورة خاصة، أن معلمات رياض الأطفال في العراق يواجهن تحديات كثيرة منها المطالب المجتمعية المتنوعة والتغيرات والتوسع الكمي الهائل الذي يواجهها المجتمع مما أثر في جودة المعلمات وعدم مواءمة مخرجاته لمتطلبات خطط التنمية الاقتصادية والاجتماعية، مما دفعا الباحثتان لإجراء بحث بعنوان بناء برنامج تدريبي لمعلمات رياض الأطفال في ضوء معايير الجودة الشاملة. فكانت أهداف البحث الحالي هي: 1. بناء برنامج تدريبي لمعلمات رياض الأطفال في ضوء معايير الجودة الشاملة. 2. التعرف على فاعلية برنامج التدريبي لمعلمات رياض الأطفال في ضوء معايير الجودة الشاملة ولتحقيق هذه الأهداف اشتقت الباحثة الفرضيات الآتية: ‌أ. لا توجد فروق ذات دالة إحصائية في معايير الجودة الشاملة لرتب المجموعة التجريبية بين الاختبار القبلي والبعدي عند مستوى 0.05 ‌ب. لا توجد فروق ذات دلالة إحصائية في معايير الجودة الشاملة لرتب المجموعة الضابطة بين الاختبار القبلي والبعدي عند مستوى 0.05 ‌ج. لا توجد فروق ذات دلالة إحصائية لرتب المجموعة التجريبية والضابطة في معايير الجودة الشاملة للاختبار البعدي عند مستوى 0.05 لتحقيق الأهداف قامت الباحثة بالإجراءات الآتية: تحديد مجتمع البحث حيث بلغ (784) معلمة رياض الأطفال موزعات على (78) رياض الأطفال حكومية.

أما بالنسبة لعينة البحث تمت على الشكل الآتي: بلغت عينة التحليل الإحصائي (375) معلمة من معلمات رياض الأطفال جرى اختيارهم بنسبة (8.47%) من أفراد مجتمع البحث بطريقة العينة الطبقية العشوائية. لتحديد معايير الجودة الشاملة لدى معلمات رياض الأطفال وبلغت عينة تطبيق البرنامج التدريبي (20) معلمة ممن يعانين من ضعف في معايير الجودة الشاملة وزعت بالأسلوب العشوائي إلى مجموعة تجريبية بلغ عدد أفرادها (10) معلمات ومجموعة الضابطة بلغ عدد أفرادها (10) معلمات. واستخدمتا المقياس أداة للبحث ووسيلة لتحقيق أهداف البحث، إذ قامتا الباحثتان ببناء أداة البحث معتمدة على معايير جائزة (مالكوم بالدرج)، بلغت فقرات المقياس (74) فقرة بتصنيفها النهائية موزعة على سبع معايير هي (القيادة والتخطيط الاستراتيجي وجودة المعلومات والموارد البشرية وإدارة العمليات وضمان الجودة والتركيز على المستفيد) قامتا الباحثتان باستخراج الخصائص السيكومترية للأداة المتمثلة بإيجاد القوة التميزية وعلاقة درجة الفقرة بالدرجة الكلية واستخرجتا الصدق الظاهري بعرضها على مجموعة من المحكمين واعتمدت درجة (80%) بوصفها نسبة لإبقاء الفقرة التي تحظى بموافقة الخبراء واستخراج ثبات الأداة بطريقة الإعادة حيث بلغ معامل الثبات (0.84). ولغرض المعالجة الإحصائية اعتمدتا البرنامج الإحصائي (SPSS) الوسائل الإحصائية والحسابية المستعملة هي الوسط المرجح والوزن المئوي ومعامل ارتباط بيرسون والاختبار التائي T-test العينتين المستقلتين. ومن النتائج التي توصل إليها البحث هي: 1. بناء برنامج تدريبي لمعلمات رياض الأطفال في ضوء معايير الجودة الشاملة. 2. أظهرت فروقاً ذات دلالة إحصائية بين معلمات المجموعتين التجريبية والضابطة ولصالح المجموعة التجريبية مما يؤكد أن البرنامج التدريبي الذي تعرضت له المعلمات في المجموعة التجريبية. وفي ضوء النتائج يوصي الباحث بما يأتي: 1. الإفادة من معايير الجودة الشاملة التي حددت في هذا البحث في بناء منهج إعداد المعلمات في أقسام رياض الأطفال في كلية التربية للبنات وكلية التربية الأساسية.

The goals of current research are: 1. building a training program for kindergarten teachers in the light of the comprehensive quality standards. 2. identify the effectiveness of the training program for kindergarten teachers in the light of the comprehensive quality standards and to achieve these goals, the researcher derived the following assumptions: ranks of the control degree A - There are no statistically significant differences for the average group between pre-testing and post at a level of 0.05. ranks of the of B - There is no statistically significant differences for the average scores of 0.05. experimental group between pre-testing and post at a level of the experimental C - No statistically significant differences for the average scores ranks level of 0.05. dimensional group and control group for the test at the To achieve the goals, the researcher the following procedures: Determine the research community, where was (784) kindergarten teacher on the dispensers (78) Kindergarten- governmenta 1 organizations.

As for the research sample as follows: Sample statistical analysis amounted (375) parameter of the kindergarten teachers selected by( 47,8%) of the members of the research community in a stratified random sample. To determine the standards of overall quality of kindergarten teachers and reached a sample application of the training program (20) teacher of those who suffer from poor standards of quality and comprehensive distributed-style random to an experimental group the number of members (10) parameters and a control number of members (10) parameters. And the researcher depended the standard research tool and a means to achieve the objectives of the research, as the researcher building a search tool based on standards of Award (Malcolm drawer), amounted to the paragraphs of the scale (74), paragraph Ptnifaa final distributed on seven criteria (leadership, strategic planning and quality of information, human resources, operations management and quality assurance and focus on the beneficiary) the researcher extracted the characteristics of psychometric of the tool to find a force discriminatory and the relationship of the degree of para-class faculty and extracted honesty virtual offer a set of arbitrators and adopted degree (80%) as a percentage of to keep the paragraph, which has the approval of experts and extract the stability of the tool as a way-off reached reliability coefficient (084). For the purpose of statistical treatment adopted statistical program (SPSS) statistical and computational methods used are the weighted average and weight percentile and Pearson's correlation coefficient and testing Altaua T-test for independent samples and the findings of the research are: 1- Building a training program for kindergarten teachers in the light of the comprehensive quality standards. 2- Showed differences of statistical significance between the parameters the two experimental and in favor of the experimental group and the control group, which confirms that the training program, which was subjected to the parameters in the experimental group . In the light of research results recommend the following: 1. Benefit from comprehensive quality standards identified in this research to build curriculum of preparing she/ teachers in departments of kindergartens in the College of Education and C olleges of Basic.
