|a لا شك أن ثورة صناعة المعلومات التي عرفها العالم في القرن الماضي والتي كانت مجرد رد فعل للتقدم العلمي غير المسبوق في المجال التقني والآلي ونظرا للاهتمام الكبير الذي لقيه هذا الأخير سواء من الدارسين والباحثين والفقهاء والتشريعات فقد كان محل اهتمام الشركات الصناعية العالمية الكبرى لا فيما يتعلق بالصناعة الآلية أو صناعة المعلومات ولا فيما يتعلق بتسويق كل تلك المنتجات، وهو ما أنتج وبكل تأكيد الكثير من العلاقات في كل الاتجاهات خاصة وان المجال التكنولوجي الآن قد اصبح يأخذ حيزا كبيرا من حياة الإنسان المعاصر بسبب الانتشار المكثف للتكنولوجيا واستخداماتها غير المحدودة وهو ما يبرر ضرورة تدخل القانون الجنائي لأجل حماية مجال المعاملات وحقوق الأفراد وأيضا حرياتهم في مواجهة ما قد تتعرض له هاته التقنيات من عدوان.
