المستخلص: هدفت الدراسة بناء اختبار تشخيصي محكي المرجع لقياس المهارات الإشرافية للمشرف التربوي، كما هدفت الكشف عن مدى تمكن المشرفين التربويين من المهارات الأساسية للإشراف التربوي بناء على الاختبار التشخيصي محكي المرجع لقياس المهارات الإشرافية للمشرف التربوي.
واستخدمت الدراسة المنهج الوصفي المسحي.
وتكون مجتمع الدراسة الكلي من المشرفين التربويين من الجنسين (ذكور وإناث) الذين يتبعون إدارة التربية والتعليم بمنطقة تبوك والمحافظات الست التابعة لها (ضباء، الوجه، أملج، البدع، حقل وتيماء) والبالغ عددهم (460)، وتكونت عينة الدراسة من (207 مشرفين ومشرفات تربويين) يشكلون ما نسبة 45% من حجم مجتمع الدراسة.
وتوصلت الدراسة إلى تصميم اختبار تشخيصي محكي المراجع لقياس المهارات الإشرافية للمشرف التربوي، كما أن مجالي توفير الخدمات الأساسية للطلبة وتوثيق العلاقة بين المدرسة والمجتمع المحلي كانت درجة تقديرهما متوسطة وباقي المجالات كانت درجة تقديرها مرتفعة، وأكبر تقدير كان لمجال تنمية علاقات إيجابية بين العاملين وبلغت قيمة المتوسط الحسابي له (2،61) بانحراف معياري (0.34)، وكان أقل تقدير لمجال توثيق العلاقة بين المدرسة . والمجتمع المحلي، حيث بلغت قيمة المتوسط الحسابي له (1،69)، بانحراف معياري 0.50 كما أظهرت النتائج وجود فروق في درجة ممارسة المهارات الإشرافية للمشرفين التربويين تعزى للجنس على مجال توفير الخدمات الأساسية للطلبة فقط، وكانت الفروق لصالح الذكور. ووجود فروق في درجة ممارسة المهارات الإشرافية للمشرفين التربويين تعزى للمؤهل العلمي على الكلي وعلى جميع المجالات ما عدا مجالي تقديم الخدمات المطلوبة وتوفير الخدمات الأساسية للطلبة، وكانت الفروق لصالح حملة درجة البكالوريوس و وجود فروق في درجة ممارسة المهارات الإشرافية للمشرفين التربويين تعزى للخبرة على الكلي وعلى جميع المجالات ما عدا مجالي تقديم الخدمات المطلوبة وتنظيم العملية التعليمية وإدارته، وكانت الفروق لصالح ذوي الخبرة أكثر من 10 سنوات.

The study aimed to construct an oral diagnostic test to measure the supervisory skills of the educational supervisor. It also aimed to reveal the extent of the proficiency of the educational supervisors in terms of the fundamental skills of educational supervision based upon the oral diagnostic test to measure the supervisory skills of the educational supervisor. The study used the descriptive survey method. The whole study community was composed of the educational supervisors of both genders (male and female) of those under the education administration of the Tabuk region and the six governates that fall under it (Duba, Al-Wajh, Umm Lajj, Al-Bada’a, Haql and Tayma), totaling 460. A study sample was composed from 207 male and female educational supervisors, representing 45% of the total study community. The study led to the design of an oral diagnostic test to measure the supervisory skills of the educational supervisor. Similarly, in respect to the two areas; the provision of fundamental services to the students and the strengthening of the relationship between the school and the local community, the level of their appraisal was average and the level of the estimation of the remainder of the areas was high. The greatest appraisal was for the area of developing positive relationships among the workers and its average value was “2.61” with a standard deviation of “0.34”. The lowest appraisal was for the consolidation of the relationship between the school and the local community, where the average value was “1.69”, with a standard deviation of “0.50”. The results also revealed the presence of differences in the level of the practice of supervisory skills by the educational supervisors attributed to gender, upon the area of the provision of fundamental services to the students only, and the differences were in favor of the males. And they also showed the presence of differences in the level of the practice of supervisory skill by the educational supervisors attributed to the educational qualification upon the whole and upon all areas, apart from the two areas of the provision of required services and the provision of fundamental services to the students, and the differences were in the favor of those holding a Bachelor degree. Just as there were differences in the level of the practice of supervisory skills for the educational supervisors attributed to the experience upon the whole and upon all areas, apart from the two areas of the provision of required services and the regulation of the educational process and its administration. The differences were in the favor of those who had more than ten years of experience.
