المستخلص: By reviewing the Arab Legislation regulating carriage of goods by sea, it will be observed that the national law in this respect is scattered between Hague Rules (1924), Hague-Visby Rules (1968, 1979 Protocols), and Hamburg Rules (1978). None as yet has accessed to Rotterdam Rules (2008). However, by a close look into the new set of rules, a balance between all these interested in the Shipping Industry has been brought forward, hence allocating the risks and responsibilities more accurately between shippers and carriers, which would alternately lead to a reduction in transport cost, especially for these jurisdictions where land transport expects more development. It has been always argued that the balance of interests in the international carriage of goods so far tilted in favour of the sea carriers. Hence, it is the purpose of this paper to look at the various aspects of the Rotterdam Rules and examine, in brief, the development made so as to transfer the shipping industry a step further into the 21st Century rather than being kept within the 20th Century.
